- This action has been awarded under the American Recovery and Reinvestment Act of2009. In compliance with this Act, the Government posts this notice that Task Order 2.1.9was issued under contract NAS9-02078, the Bioastronautics Contract, to procure technicalexpertise for the Space Life Sciences Directorates contributions to NASAs CommercialCrew and Cargo Program Office (C3PO). The technical expertise services provided underTask Order 2.1.9 are to provide updates to an initial set of Commercial Human SystemsIntegration Requirements, deliver a Commercial Medical Operations Requirements Documentfor application to commercial crew transportation services, and deliver a set ofhuman-centered design processes to provide guidance for commercial spacecraft designers. <P>Modification 184 to contract NAS9-02078 was issued to fund Task Order 2.1.9. <P>Contract NAS9-02078 was awarded on a competitive basis. The Task Order was issued usingthe same cost-plus-award-fee (CPAF) contract arrangement that was established from theoriginal contract award. A cost-type arrangement is appropriate due to uncertaintiesinvolved in performance of this effort that do not permit costs to be estimated withsufficient accuracy for the use of a fixed-price contractual vehicle. In addition, aCPAF contract was selected to provide the contractor the greatest incentive for efficientand economical performance, given the types of services to be performed. ThisBioastronautics Contract has experienced personnel and documented performance to mitigatethe Government's risk. <P>In order to meet the requirements of the Recovery Act in the most prudent businessmanner, within the time constraints imposed, the existing Bioastronautics Contract is themost appropriate contractual vehicle for the work required.
