Description
PROJECT: Fabrication and Installation of a Steel Platform for the Localizer Antenna located in Aspen, Colorado SUMMARY: This is a pre-solicitation notice to inform the market of an upcoming project to Fabricate and Install a Steel Platform to Support a Localizer located at the top of Aspen Mountain, in Aspen, Colorado. The Request for Offers package including specifications and drawings will be posted to this site on or around May 19th, 2010, but prior to June 3rd, 2010. SITE VISIT: A mandatory site visit will be held on June 3rd, 2010, at 1pm (MDT). To attend this site visit, parties are responsible for obtaining a gondola lift ticket from the Aspen Ski Resort, or alternate transportation. Contractors may contact the Aspen Ski Resort to inquire about prices and availability of tickets. All contractors are responsible for coordinating their attendance at the site visit. The FAA will not purchase or reimburse any contractors for lift tickets, or any other mode of transportation to the site visit. If planning to attend this site visit, please send an email to: Angela.Mihalek@faa.gov, two days prior to the site visit. Include in the email the name of the company, individuals attending the site visit, and their contact phone numbers. Due to the unique location of the project, contractor's are limited to two individuals for attendance at the site visit. ESTIMATED SIZE RANGE OF PROJECT: $250,000 - $500,000 NAICS: 238120 SET-ASIDE INFORMATION: Please note that a tiered evaluation of offers will be used in this source selection. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible small business concerns were received. Once offers are received the FAA will evaluate a single tier of offers according to the order of precedence specified in this SIR. At least two qualified offers in a given tier are required in order to consider an award. If no selection can be made at the first tier, the evaluation will proceed to the next higher lettered tier until selection can be made. All responsible, competitive offers in a single tier will be considered equally for award. The tiered order of precedence for considering offers is (from first to last): a)Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) program; Service-disabled veteran owned small business (SDVOSB) b)Small business and responsible, qualified contractors from the previous tier. c)Other-than small business and responsible, qualified contractors from the previous tier. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
