- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire services to upgrade the existing web-based tool Integrated Financial Control and Compliance Solution (iFiCCS) to Version 3 and transition the tool to a Government hosted environment. The contractor shall ensure that the tool complies with DOD General Purpose Security Technical Implementation Guidelines (STIG) Checklist and DOD Information Assurance Certification and Accreditation Process (DIACAP) and will assist the Financial Management Office (FMO) in receiving the Interim Authority to Operate (IATO) or Authority to Operate (ATO) within the provided environment. The contractor shall support Department of Navy (DON) Financial Improvement Program (FIP) use and maintenance of iFiCCS tool and provide the required training support. This is a sole source acquisition with Deloitte Consulting. Deloitte has already configured this tool to meet the DON's needs. An upgrade to version 3, from the existing version 2, has been determined to be both cost and time effective. The development of a new tool will also require government personnel to devote significant time to educate the new contractor on the required processes and to review their deliverables for completeness, accuracy and consistency with previous efforts. Additionally, the data that is currently held in the pilot tool would need to be transferred to a new tool. This would take additional time and resources from both the government and the contractor and would not be cost effective.The statutory authority permitting other than full and open competition is section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. Deloitte is the only known provider of these services at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Services are anticipated to be provided for a basic period of one year with four one-year option periods. A firm fixed price contract will be awarded as a result of this solicitation. The NAICS for this requirement is 541511. Interested parties may identify their interests and technical capability to respond to this requirement and may submit information that shall be considered by FISC Norfolk Contracting Department Philadelphia Division.
