- Notice of intent to issue a sole source modification to contract: HHSS270200700003C/Reference Number 270-07-0173 to: The Center for Children and Family Futures, Inc., 4940 Irvine Blvd, Suite 202, Irvine, CA 92620. The purpose of this modification is to provide additional funds to the contract to support additional technical assistance to grants to be funded under the program announcement entitled “Grants to Expand Services to Children Affected by Methamphetamine in Families Served by Family Treatment Drug Court” or Children Affected by Methamphetamine (CAM). At present, 53 Regional Partnership Grantees, supported by the Administration on Children, Youth and Families, receive technical assistance and support for their performance outcome management from the contractor. Similar types of support will be provided through this modification to the additional 12 CAM grantees. The Center for Children and Family Futures (CCFF) is uniquely qualified to provide the services contracted under this modification. CCFF already provides technical assistance and training, as well as guidance around performance outcome measures, under the National Center on Substance Abuse and Child Welfare (NCSACW) contract and the Administration on Children, Youth and Families (ACYF) support contract for the Regional Partnership Grants (RPG) grantees, on the very subject matter that the CAM grantees will be addressing. As such, CCFF has the staff with experience in child welfare, family drug treatment courts, substance abuse treatment, especially as it pertains to family treatment, as well as with instrumentation and measurement of a grant program with many similarities. CSAT hopes to use the evaluation data guide book developed for the RPG grantees for the CAM grantees, but can only do so with the guidance of CCFF. We also intend to model the technical assistance protocols used with the RPG grantees with the CAM grantees. The proposed contract action for additional sites is for services for which the Government intends to solicit and negotiate with only once source under the authority of FAR 6.302-1 (41 U.S.C. 253c(1)) only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contractor based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
