- The United States Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia intends to solicit on a Sole Source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to L3 Communications Electro-Optics Systems (EOS), Garland, TX to deliver the quantity of eleven (11) each 18mm format Imager Intensifier (I2) tube assemblies incorporating 2-micron pore size Micro Channel Plates (MCPs) and provide an optical performance evaluation of each assembly within a L-3 EOS Wide Field of View (WFOV) Monocular, L-3 EOS AN/PVS-25 WFOV Binocular, US Army Night Vision and Electronic Sensors (NVESD) AN/PVS-14 modified 75degree FOV Monocular, and NVESD AN/PVS-15 modified 75 degree FOV Dichoptic Binocular. The intended use of this equipment is to characterize the current state of 2-micron MCP technology ingrated into I2 tube assemblies and evaluate the potential to increase performance of 12 systems recently introduced into the USMC inventory. To provide the USMC with new technology image intensifiers containing 2 micron micro channel plates. They will allow the USMC to evaluate potential resolution improvements in current production night vision goggles and weapon sights. L3 Communications EOS is the only known source capable of meeting the Government's requirement. The North American Industry Classification (NAICS) Code is 333314. This action will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items. This notice is for informational purposes only and is not a request for competitive proposals and no solicitation is available. Interested parties may submit information for consideration in writing to Bernetta Burton at bernetta.burton@usmc.mil. The anticipated award date will be on or before June 11, 2010. Submitted information will be evaluated solely on the basis of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
