- In-Kingdom Support Cost Price Information Spreadsheet amd 1 PWS 17 May 2010 Amendment 001 PSS Staffing Level - Historical Reference Data RFP Amendment 0001 Solicitation is amended to extend the receipt of offers, add CLINs X007, add the requirement for Inspection/Acceptance Report, add CLINs X007 to sections L-900 and M-900, restate clauses 252.246-7000 and 52.229-8, replace the PWS, PSS Staffing Level, the In-Kingdom Support Cost Price Information Spreadsheet and post additional responses to questions. Question 4: Can you provide me with the contract value of existing "In-Kingdom Personnel Support Services" contract. Response 4: The contract value of the existing contract cannot be determined at this time, it is an ongoing effort and the total amounts for the cost-reimbursable items are constantly changing. However, the estimated value of the current existing contract is approximately $6 million. Question 5: Will there be a site visit for the subject opportunity? Response 5: A site visit will not be conducted. Question 6: Will there be the possibility of extending the proposal due date? Response 6: The proposal due date has been extended. See posted amendment FA8505-10-R-20459-0001 Question 7: PWS Paragraph 1.2.1.1.8. states that "the contract contains overtime rates for labor for transportation drivers and emergency repairs." However, the Government's pricing spreadsheet does not provide a method to identify overtime rates. Response 7: The overtime rates are contained in the over and above cost-reimbursable CLIN X005 and will be negotiated on an as needed basis. Please see update to PWS dated 17 May 2010, paragraph 1.2.1.1.8. The contractor is not required to propose overtime rates. Question 8: PWS Paragraph 1.3.1.1. requires the Contractor to perform facilities engineering support, such as maintenance, repair and custodial in Riyadh and at downrange locations (Dhahran, Khamis, Tabuk and Taif). PWS Paragraph 1.3.1.2. states that a listing of buildings with identified organization, by location, will be provided. Please identify the estimated support required such as number of villas, buildings, location, and grounds maintenance area to be supported. Additionally, please identify the maximum amount of downrange support that is required so the offeror can accurately estimate labor requirements. Response 8: There are currently no facilities support required at the down range locations. Eskan will be the only area requiring this support. The buildings are listed in attachment 5. Please see update to PWS dated 17 May 2010, paragraphs 1.3.1.1. & 1.3.1.2. Question 9: PWS Paragraph 1.6.3.1 states the Contractor shall provide PSS Coordinators at Taif, Tabuk, Khamis, and Dhahran. The historical data only reflects 2 downrange personnel. Based on this PWS requirement, please confirm that the requirement has increased and at least 4 downrange coordinators are required? Response 9: Yes, the requirement has increased and will require PSS coordinators at Taif, Tabuk, Khamis and Dhahran. Question 10: PWS Paragraph 1.3.3.3. (Grounds Support) and subparagraphs have multiple requirements, however the historical data does not identify any grounds maintenance personnel. Based on this PWS requirement, please confirm the grounds support requirement is new and requires additional support personnel. Response 10: This is not a new requirement. Contractor shall propose personnel required and number needed. Question 11: PWS Paragraph 1.5 (Vehicle Maintenance Support) and subparagraphs have multiple requirements, however the historical data does not identify any vehicle maintenance personnel. Based on this PWS requirement, please confirm the vehicle maintenance support requirement is new and requires additional support personnel. Response 11: Vehicle maintenance is a new requirement and will require additional personnel. Question 12: PWS Paragraph 1.6.1. (Accident Investigator) requires an accident investigator reside in Riyadh. Based on this PWS requirement, please confirm the accident investigator is a new requirement and requires additional support personnel beyond those identified in the historical data. Response 12: This is not a new requirement. The historical data has been amended. See posted amendment FA8505-10-R-20459-0001. Question 13: PWS Paragraph 1.8. (Government Relations Representative) requires a Government Relations Representative to support the PSS effort. Based on this PWS requirement, please confirm the Government Relations Representative is a new requirement and requires additional support personnel beyond those identified in the historical data. Response 13: This is not a new requirement. The historical data has been amended. See posted amendment FA8505-10-R-20459-0001. Question 14: PWS Paragraph 3.4.1 states that "To facilitate accomplishment of identified tasks and to foster a team approach to task accomplishment, contractor personnel shall be located in the F-15 FMS International Programs Division furnished facilities in Saudi Arabia." Please specify which labor categories will be provided housing including quantities. Response 14: Housing will not be provided. Question 15: PWS Paragraph 3.5.1. states that "the Government will provide workspace and office facilities for contractor personnel, to include phone (local telephones and all communication services), desk, chair, personal and equipment storage and shelves." Please specify which labor categories and number of workspace/facilities that will be provided. Response 15: A total of three trailer offices and one storage container will be provided for the labor categories listed in the updated PWS, dated 17 May 2010 paragraph 3.2.2. Question 16: Based on the Government's pricing spreadsheet (In-Kingdom_Support_Cost_Price_Information_Spreadsheet), please confirm that all CLIN 0001 FFP costs must only consist of labor. However, some PWS requirements such as 1.5.2 (Vehicle Maintenance Facility) would be an additional cost outside of labor. Please confirm if these additional costs should be accounted for in the build-up of the fully loaded labor rates. Response 16: The cost for Vehicle Maintenance Facility should be included in the Vehicle Maintenance Facility CLINs X007. See posted amendment FA8505-10-R-20459-0001 and In-Kingdom Support Cost Price Information Spreadsheet amd 1.
