SYNOPSIS "Downtown" Moose Creek, in the Kantishna Hills area of DENA, is the site of extensive aquatic, riparian, and upland mining-related impacts. Stream course locations of both Moose Creek and Eldorado Creek are in channels constructed as by-pass measures for mining purposes, and for the original construction and maintenance of a mid-floodplain airstrip. Mining pits and tailings piles dot the floodplain and remain devoid of vegetation. Flood events amplify the problem of streamflows characterized by unstable or excessively confined channels, and increased sediment loading from unstable and eroding banks resulting in additional problems downstream, such as cementing of substrates and clogging of benthic invertebrate habitat. Additionally, channel capacities and geometries are not designed in consideration of bankside private lodges or properties located just downstream. Based on previous reclamation projects in DENA, a plan is desired to restore critical riparian and aquatic habitat in Eldorado and Moose Creeks. The focus of the plan involves creating a stable channel geometry, building functional floodplains, and using bioengineered erosion control structures along the banks, in consideration of both near-natural reconstruction of the floodplain and protection of the private properties. The work also serves to progress wetlands mitigation agreements required under the Clean Water Act. Performance of the work will likely be carefully analyzed and assessed. The NPS wishes to retain a hydraulic engineer for data collection, engineering analysis, and engineering design for a comprehensive stream channel and floodplain reclamation plan, for Moose and Eldorado Creeks (Downtown Kantishna). Additionally, the contractor will be responsible for compiling information and completing requirements for submitting documents to obtain a US Corps of Engineers 404 permit, completing an EPA Stormwater Pollution Prevention Plan, and the State of Alaska Fish Habitat permit. The tasks required to complete the engineering analysis and design for these reclamation plans, and to prepare permitting documents, are described below. Upon completion of this contract, the NPS will have design and construction documents available for use. These documents may be used by NPS to conduct the stream reclamation project in-house, using NPS crews, or to provide information for contractors retained by NPS to conduct the reclamation project. The National Park Service will also have the necessary permitting applications from the US Corps of Engineers and State of Alaska Fish and Game completed, and an EPA-required Stormwater pollution plan on file. This project consists only of a stream channel, floodplain, and access road reclamation plan. This project does not require any planning or design work related to mining debris removal and disposal, or hazardous waste treatment or disposal. A selection of field sites will be visited and basic site conditions will be surveyed. Park management wishes to acquire the consulting services of a professional engineer with expertise in mined stream reclamation to develop, in conjunction with park scientists, an overall restoration implementation plan for downtown Kantishna.
