Destination: FMS COUNTRIESDelivery: 31 DEC 2011, Qty. of 2 EA To: HONEYWELL INTERNATIONAL INC.: The proposed contract action is forsupplies or services for which the Government intends to solicit andnegotiate with only one source under the authority of FAR 6.302.Interested persons may identify their interest and capability to respondto the requirement or submit proposals. This notice of intent is not arequest for competitive proposals. However, all proposals receivedwithin forty-five days (thirty days if award is issued under an existingbasic ordering agreement) after date of publication of this synopsiswill be considered by the Government. A Determination by the Governmentnot to compete this proposed contract based upon responses to thisnotice is solely within the discretion of the Government. Informationreceived will normally be considered solely for the purpose ofdetermining whether to conduct a competitive procurement. IAW FAR5.207(c)(13)(ii), All responsible sources may submit a capabilitystatement, proposal, or quotation, which shall be considered by theagency. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. The solicitation will be available for download on the release date fromwww.fedbizops.gov. No telephone requests. Hardcopies of thesolicitation will not be sent from this office. Note: AnOmbudsman has been appointed to hear concerns from offers or potentialofferors during the proposal development phase of this acquisition. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
