Description: CLARIFICATION: The General Services Administration announces an opportunity for Professional Support Services for the St. Elizabeths Campus Consolidation program, Southeast Washington, D.C. GENERAL OVERVIEW: The CC shall actively and proactively assist the GSA project management team and the contracting officer (CO) in managing the global issues pertaining to the overall design and construction project with an emphasis on meeting goals relating to schedule, budget, scope, and quality. The CC shall provide oversight, management, technical, administrative, and quality control services to assist in achieving these goals. The CC shall assist the GSA in meeting the requirements with regard to scope, schedule, budget, quality and other aspects of the project. The CC shall serve as a facilitator and coordinator of the activities of all parties to ensure that the project execution proceeds according to plan. The CC shall perform but is not limited to the overarching services listed below relating to global issues pertaining to development of St. Elizabeths: Global Design; Global Commissioning; Community Outreach Management; Security Management; IT Planning; Move Coordination; Energy Management Planning; Life/Fire Safety Coordination; and As-Built Documentation. The CC may also be tasked with other services as needed such as value engineering, inspections and financial services by example. The Technical Evaluation Factors are: Experience of Firm: This factor considers the extent of the CC's past experience, within the last ten (10) years in carrying out work on at least one (1), but no more than three (3) construction programs of similar size, scope, and complexity of this Project. Past Performance of Firm: This factor considers the extent of the CC's past experience within the last ten (10) years in completing projects submitted under the Experience of Firm Evaluation Factor. Key Personnel: This factor requires the CC to provide resumes for the FIVE (5) evaluated key personnel. Management Approach and Capabilities: This factor requires the submission of the CC's Approach Statement, Risk & Mitigation Measures; Staffing Plan; and Resource Capacity. Small Disadvantaged Business Participation Plan: This factor addresses the evaluation of the extent of participation of small disadvantaged business (SDB) concerns in performance of the contract in the authorized NAICS Industry Subsector. GSA intends to upload the RFP at this site on or about May 26, 2010.
