Description
RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): N/A Prepare a Gross appraisal in accordance with the described Scope and Purpose following the USACE Gross Appraisal requirements and format example (attached). The format example contains pre-inserted (required) project information, estates to be appraised, etc. The appraiser shall address the other required appraisal elements in the gross appraisal format to complete the report. Due to size of project / number of parcels, a cursory estimation of value for the identified parcels/real estate interests is required. Although the appraiser is required to utilize all sources of available market data to support value conclusions (comparable sales, MLS data, assessment data, SEV data, other professional sources, etc.), a separate appraisal for each parcel is not required. Although the gross appraisal methodology may reflect aspects of a market study or project/multiple parcel appraisal report, the appraiser is expected to apply the appropriate unit of measurement (land value, improvement value, easement value, damages, etc.) and assign a separate value estimation to each parcel. An exterior site inspection and photograph of all parcels is required. The appraiser is not required to make owner contact or complete an interior inspection of the improvements. There are numerous vacant and/or improved residential, commercial, and industrial properties that will require either a total acquisition or a partial acquisition of a levee or flowage easement. It is the appraisers responsibility to estimate the value of the required Fee and Easement estates and, if applicable, identify, estimate, and apply all measures of damages (severance, proximity, parking loss, etc.) to the remainders resulting from the proposed easements.
