- SOURCES SOUGHT NOTICE FOR DETAINEE MEALS-BURRITOS SAN DIEGO SECTOR BORDER PATROL This is a SOURCES SOUGHT NOTICE, for market research purposes only, to determine the availability of potential small businesses with capabilities to provide services under North American Industry Classification System (NAICS) code 722310 Food Service Contractors. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail or email on or before June 1, 2010, 1:00pm Pacific Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business. (2) DUNS number to verify such claims. (3) Company background and qualifications. (4) Existing contracts similar to the specified requirements with contract number, total value, period of performance, and contact information. Interested parties are invited to provide responses via e-mail to Mark Boyd at mark.boyd@dhs.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future procurement. Oral responses and inquiries will be treated as non-responsive. All interested sources must respond to future solicitation announcements separately from this market survey. THE SUBMISSION OF THIS INFORMATION IS FOR MARKET RESEARCH PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. 1.0 STATEMENT OF WORK The San Diego Sector, U.S. Border Patrol is required to serve meals to detainees at various locations throughout the San Diego Sector. Meals are served three times daily and include breakfast, lunch and dinner. Burritos are the most cost effective, safe and efficient means of providing meals to detainees. The amount of detainees housed in the transitional holding area and individual Stations fluctuate. The Contracting Officer's Technical Representative (COTR) will be responsible for providing site points of contact (POC's) that will place all orders, and the contractor will be required to prepare and deliver meals within the schedule outlined below. EL CAJON BORDER PATROL STATION 225 Kenney Street, El Cajon, CA 92020 Days of Operation: 24/7, including Holidays 2.0 SCOPE OF WORK The San Diego Sector, U.S. Border Patrol would like the stations to be able to order burritos, as needed. The delivery of fresh lunch, dinner, or breakfast burritos would save the Government significant time over having to heat frozen meals. The meals must meet the specifications herein in order to meet special feeding due to religious and dietary needs. In addition to fresh burritos, the vendor must provide a limited number of pre-packaged frozen sandwiches or burritos, which only require thawing in the event of contingency operations. All food served, packaged and non-packaged must meet health standards, which includes all Federal, State, and County health and food handling regulations. Food (burritos) offered for consumption must be: • Between 10-12 ounces to ensure adequate nutrition; • Obtained from approved wholesale or retail sources; • Prepared in an approved location, e.g., restaurant, commercial kitchen, bakery, etc • Prepared by persons with valid health permits; • Stored and transported by means which effectively prevent microbial growth, contamination, or adulteration. 3.0 PERIOD OF PERFORMANCE Period of performance is five (5) twelve (12) month periods. The base year will be for 12 months from date of award. In addition, there will be four (4) one-year options to exercise at the will of the government. 4.0 PROJECTED VOLUME Projected volume is very difficult to determine based on detainee census fluctuations. The total estimated utilization for one year is approximately 175,000 meals. San Diego Sector Border Patrol may or may not convert all meals over to one contract. This figure is only being provided so that interested vendors can determine if they want to respond to the Sources Sought Notice.
