Description
RECOVERY - The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS), plans to award a contract to Bailey Edwards Architects, located in Champaign, Illinois, on a sole-source basis for architectural and engineering services for construction administration services for the construction of the Replacement of Electrical Systems in Low Containment Animal Facilities Buildings 3 and 4 project at the National Animal Disease Center, Ames, Iowa. The initial design services were provided by a professional engineer employed by Bailey Edwards Architects who had prepared and approved the documents. As such, Bailey Edwards Architects assumes liability for the design represented by the project engineering documents. It is necessary to maintain a single source of liability for any corrections, revisions or additions required to be made by the professional engineer, or a representative within the company, who originally signed and sealed the documents. The anticipated award date is on or about fifteen (15) days from the date of this notice. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government.
