Description
1. Introduction/Statement of IntentThe FAA intends to award a single source contract to: Air Traffic Simulation, Inc. (ATSI) 3317 Deer Valley Edmond, OK 73034 2. Description of Supplies/ServicesAir Traffic Surveillance/Automation Simulator Software Package to support the Flight Operations Simulation Laboratory (FOSL) and Flight Operations Simulation Branch (AFS-440) in the collection of human-in-the-loop data, in a real time simulation environment. 3. Total Estimated Value and Period of Performance The cost estimate for the Software Package license is $860,625.00, with an option to purchase two additional license modules and maintenance for $320,625.00.4. Authority The authority for this single source procurement is AMS policy section 3.2.2.4.5. Reasons for Single SourceA Market Survey for the purpose of soliciting statements of capabilities was posted on the FAA Contract Opportunities website on March 22, 2010. The Program Office reviewed all packages submitted. Although there were companies that responded that could provide some of the capabilities required in the Draft Statement of Work (SOW) and could develop a software package that could meet the majority of the requirements, none of the company's software capabilities were compatible with the existing ASATng software. None of the companies provided statements of having a pre-developed software package that met the requirements of the Statement of Work. The time it would take to develop a software program and integrate it into our existing systems would be costly for the FAA in comparison of purchasing a pre-develop software system.6.
