- CDRLs for BAA BAA Solicitation Program Overview This is a Broad Agency Announcement (BAA) describing the research areas of interest for the Soldier Portable Power Management & Distribution program. This effort will evaluate existing soldier portable power management and distribution technology and continue to develop this technology with system goals aimed at demonstrating reduced size and weight, increased reliability, temperature capability, usability, efficiency, and fault tolerance for power conditioning, power management and distribution components and systems. It is expected that the offeror will jointly develop both an advanced power management system as well as the associated low profile power distribution hardware, where appropriate, to effectively and efficiently distribute power with minimal impact to the user. The offeror must be able to demonstrate that a feasible approach exists for improving upon the current state of the art resulting in an electronically controlled system which automatically and safely maintains power to critical soldier-portable devices and facilitates the recharging of batteries in a safe manner from various sources. The contractor will also address manufacturing challenges while meeting MILSPEC standards. By streamlining manufacturing processes and removing highly skilled labor, product cost will reduce and consistency will improve. The joint Power Manager manufacturing challenges include reducing the size of power electronics while maintaining performance and safety, preventing failures from internal faults through improved construction materials, development of 'plug and play' architecture and application of joint connectors and communication protocols. The Vest Power manager manufacturing challenges include eliminating interference between internal electronics, integration of joint connectors, and EMI shielding of connectors and electronic components. Low profile cabling manufacturing concerns include ruggedization of power strips and connectors to MILSPECs. The Air Force reserves the right to award one or more contracts if that best suits the Government's needs. The estimated period of performance is 18 months. The Offeror will be expected to produce prototype hardware which meets technical requirements as stated in the full text announcement.
