Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for F1W1AM0084A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This solicitation is for Ability One Contractor's only. The associated NAICS code is 315191 with a size standard of 500 employees. This solicitation is for Multi-Climate Protection Systems (MCPS) jackets and pants or EQUAL and Polartec shirt, drawer and Polartec Fleece Jacket or EQUAL. (See Attachment for Sizes). Garments are to be made with materials that are specifically developed to provide flame resistance, moisture management, insulation and wind, water protection. Polartec Shirt Power Stretch and Drawer Power Stretch must present body hugging, superior no melt & drip flame resistance. The durable outer layer must present wind and abrasion resistant. The inner layer must present extreme flame resistant which allows no melt or drip next to skin, while keeping the individual dry, warm and comfortable. Quotes must include delivery to Elmendorf AFB, Alaska. The line item descriptions are as follows: • MCPS Jackets or equal, Qty 123 (Sage) shall provide: wind and rain protection, highly breathable, Women's and men's sizing, outer face - 92% Nomex, 5% Kevlar, 3% P140, Inner Lining - 100% Nomex, Middle (functional) layer - Expanded polytetrafluoroethane (ePTFE), Gore-Tex. • MCPS Pants or equal, Qty 123 (Sage) shall provide: wind and rain protection, highly breathable, Women's and men's sizing, outer face - 92% Nomex, 5% Kevlar, 3% P140, Inner Lining - 100% Nomex, Middle (functional) layer - Expanded polytetrafluoroethane (ePTFE), Gore-Tex. • Polartec Shirts Power Stretch or equal, Qty 123 (Black)- Intermediate layer, Provides warmth without weight, Highly breathable, 200 weight fleece, - double sided non-pill velour, Dries quickly, Women's and men's sizing, Polartec Thermal - FR -87% Nomex, -13% flame resistant polyester. • Polartec Drawer Power Stretch or equal (Mid Weight - Black) Qty 123, Next -to-skin-layer, Body hugging 4-way stretch - circular knitted mid-weight nylon and spandex jersey plaited to a one sided aramid velour, Provides moisture wicking, Dries quickly, Worn under flight suit, Women's and Men's sizing, Polartec Powerstretch-FR - 70% Nomex, -24% Nylon, and -6% Lycra. • Polartec Fleece Jackets or equal, Qty 123 (Sage), Outer thermal layer, provides warmth without weight, highly breathable, 300 weight fleece - circular knit non- laminate terry, double sided, non-pilling small pebble velour, Blocks most of the wind, Women's and men's sizing, Polartec Wind-Pro-FR - 83% aramid/anti-static fiber - 17% flame resistant polyester. Quotes must include delivery to Elmendorf AFB, Alaska. End Item Description. The required delivery date is 30 days after receipt of an order and shall be FOB Destination. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A. Addenda to FAR 52.212-5: The following additional clauses apply to this solicitation: FAR 52.233-2, Service of Protest: (a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer Alfredia Tyler (addressed as follows) by obtaining written and dated acknowledgement of receipt from 3rd Contracting Squadron, Attn: Alfredia Tyler, 10480 22nd Street, Suite 346, Elmendorf AFB, AK 99506. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), and price. Quotes must be signed, dated and submitted by 21 May 2010, 2:00 PM, Alaska Standard Time (AKST) to the 3rd Contracting Squadron/LGCB, Attn: Cassandra Woodard. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modifications of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
