Description
The Veterans Health Administration Office of Research and Development is seeking potential sources capable of evaluation of how consistently the Institutional Animal Care and Use Committee (IACUC) meets the regulatory and functional responsibilities for the animal care and use program in accordance with VA policy and federal regulations. THIS IS NOT THE COMPLETE DESCRIPTION LIST: (1) Provide an in-depth on site review of all Veteran Administration (VA) IACUC's and their affiliated research offices at the Medical Center level which have not been reviewed during a two year pilot program (estimated to be 68 sites). (2) Provide an in-depth site visit reports on the how the site IACUC is meeting its programmatic commitments and suggest site specific programmatic improvements. (3) Provide semiannual summaries on program trends and issues. (4) Provide a final report at the end of the period of performance on VA IACUC's based on observations in field visits and results of training and dialogues with sites during the course of the contract. This report should provide ample clarity yet without direction to the federal government, to the Director, Biomedical Laboratory R&D and Chief, Veterinary Officer (CVMO) for the management and oversight of VA IACUC programs and animal research programs nationwide. (5) Provide complete IACUC training programs, to the VA IACUC membership and other parties as determined by the Director, Biomedical Laboratory R&D, annually on both IACUC fundamentals, VA IACUC specific issues and other federal requirements which the VA IACUC programs are required to adhere to. This training should also address deficiencies noted throughout the program during the site visits. The applicable NAICS Code is 541611with a size standard of $7.0 Million. No formal solicitation document exists at this time. Responses to this sources sought notice should include the following: name and address of company; business size (large or small); identify whether or not firm falls into any of the following socioeconomic categories - 8(a), HUBZone, Service Disabled Veteran-Owned; brief description of qualifications and any other pertinent information, which demonstrates ability to meet the above requirement.
