Description
Naval Facilities Engineering Command, Europe, Africa and Southwest Asia (NAVFAC EURAFSWA) intends to conduct a full and open competitive procurement for the conversion of 73 duplex units into 73 single family homes at Naval Station Rota, Spain. Offerors will be required to have a valid Certificate of Classification issued by the "Registro Oficial de Contratistas de Obras" of the "Ministerio de Industria y Energia" covering the following groups, subgroups, and categories. The certificate of classification will be required to be included in the proposal package, the following will apply: GroupSubgroup CategoryC 2, 6 fI 9 e The magnitude of the project is between $10,000,000 and $25,000,000 (see DFAR 236.204). The contract will be awarded in Euro. NAVFAC EURAFSWA plans to award one (1) Firm Fixed Price (FFP) contract. The contract will be awarded using Source Selection Processes per FAR Subpart 15.1. There will be a pre-proposal conference/site visit for this solicitation. The date of the presolicitation/site visit is 22 June 2010 @ 10:00. It is important for prospective foreign contractors wanting to attend the pre-proposal conference/site visit contact Vanessa Mejias at Vanessa.MejiasCab.SP@eu.navy.mil as soon as possible, as it will require ODC clearance for a Foreign National Pass to access the base, this process can take 3 weeks. Every effort should be made to provide documentation in time to access base to attend pre-proposal site visit, as existing conditions, visable during the site visit, shall not be grounds for a modification for differing site conditions under the proposed contract. A later site visit shall not be provided. Contractors are not required to attend the pre-proposal conference or visit the site in order to submit a proposal. Non-attendance will not be held against contractors when evaluating their proposals. For Spanish contractors, all requests for base passes shall be made five work days prior to the Conference/Site Visit. Email your base pass request to Vanessa.MejiasCab.SP@eu.navy.mil All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR), prior to award of any United States of America Department of Defense contract, for information go to https://www.bpn.gov/ccr/default.aspx. In order to register in CCR, proposers must have a Dun and Bradstreet (DUNS) Number, for information go to http://fedgov.dnb.com/webform. Contractors must also have a Commercial and Governmental Entity (CAGE) Code for U.S. firms, or a NATO Commercial and Governmental Entity (NCAGE) Code for foreign firms. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. This is not a Request for Proposal. The RFP with all proposal requirements is expected to be posted on EuroNECO website, https://euro.neco.navy.mil, on or around 10 June 2010, and the anticipated award will be in the fourth quarter of Fiscal Year 2010. The anticipated solicitation and all applicable documents will be advertised on the EuroNECO website. It is offeror's responsibility to check this site for the posted solicitation and for any changes to this solicitation.
