- Justification for other than full and open competition This notice is posted for informational purposes only. GSA has awarded a contract to the National Academy of Sciences (NAS) to develop and deliver a series of workshops and meetings to identify strategies and approaches for achieving a range of objectives associated with high-performance green buildings, and at the completion of said workshops, to issue a summary report on the findings. The final report will be made available to the public without restrictions. As the pre-eminent advisor to the federal sector in scientific and technological matters, NAS is uniquely qualified to bring together knowledgeable individuals from industry, government, and academia in a workshop format, and to appoint an ad hoc committee of experts in the field to provide required information and advice on this matter. The justification for other than open competition is attached. The contract was awarded on a cost reimbursement basis, as GSA could not accurately estimate the cost associated with the requirement with any reasonable degree of certainty. The level of effort required to host the workshops/meetings, as well as the final location, duration, and timing of the workshops, is unknown. Additionally, the level of effort required for the summary report will be largely dependent upon the results of the workshops/meetings. As a result, GSA will reimburse NAS based on its fiscal year 2010 provisional rate agreement and other direct costs incurred.
