- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil). While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to negotiate on a sole source basis with Southern Research Institute (SoRI), 2000 9th Avenue W, Birmingham, Alabama 35205-2708 for the continued support in thermal and mechanical testing and analysis of materials for use in advanced reentry applications, ground and flight test support, and life extension studies for both the US and UK to support Submarine Launched Ballistic Missile (SLBM) reentry systems and the Reentry Systems Applications Program (RSAP). This is a follow-on to NSWCDD Contract N00178-08-C-3041. SoRI's unique and highly specialized testing capabilities make them uniquely qualified to perform this effort. SoRI has proprietary facilities, test methods and test specimens that accommodate both the unique aspects of reentry materials and the ability to test at temperatures up to 5500 degrees Fahrenheit. Under this requirement, new test results must be compared with previous test results. New tests of materials must be performed in a like manner, using the same unique facilities, equipment, and technical expertise as was used in the previous tests. Due to the complexity of the tests and the need for consistency between tests, it is essential that SoRI perform the work. A cost-plus-fixed-fee contract will be awarded. The contract will include a one year base period and four one year options. The solicitation number is N00178-10-R-3024. It is anticipated that the solicitation will be issued on 30 June 2010.
