- The U. S. Department of Labor is reviewing the market to determine if there are training providers for the following technical training and job placement services for the Office of Job Corps at the Brunswick Job Corps Center located at 4401 Glynco Industrial Parkway, Brunswick, GA 31525. The following are activities undertaken to support this mandate: 1. Operate the Heating, Ventilation, and Air-Conditioning (HVAC) training program at the Brunswick center in accordance with policy and requirements stipulated by the National Office of Job Corps, U. S. Department of Labor. 2. Conduct daily career technical training in the HVAC program using Training Achievement Record (TAR) and supporting curricular materials developed by the chosen training provider and approved by the National Office of Job Corps. 3. Place graduates into registered apprenticeship programs or quality union or non-union jobs in the HVAC field in Georgia and neighboring states. 4. Provide career transitional services to active and graduating students which lead to quality job placements, especially with registered apprenticeship programs. The career transition services include, but are not limited to, assistance with students' needs in the areas of housing, vehicle and transportation to work sites, childcare, and the like. Entities interested in these contact services must have the following minimum qualifications: 1. The candidate should be well-versed with existing policy, requirements, structure, and operational procedures of the Job Corps program. Preferably, the candidate will have an identifiable history of contracted services with the National Office of Job Corps as a national training contractor. 2. The candidate is preferred to be affiliated with or have strong linkages with a national union or labor organization that has a national network, especially in Georgia and the Gulf Coast area, with union or non-union based registered apprentice programs, union or non-union contractors and employers. This national network will help with Work-Based Learning and job placement opportunities for active and graduating students. 3. The candidate should be able to develop TAR and related instructional materials for HVAC training, and receive approval from the National Office of Job Corps. The TARs and supporting materials must be aligned to the latest industry skills standards or union registered apprenticeship training standards, at the pre-apprenticeship level. The alignment must be verified by the accreditation agency in writing. The TARs and supporting materials must also incorporate relevant green technology endorsed by national green standards accreditation organizations or practiced by industry employers. 4. The candidate should be able to hire and retain an experienced instructor for the HVAC program who the following credentials: Is an experienced journey-person in HVAC specialty; Possesses, or will possess within a defined period of time of employment, OSHA-500 certification; and Holds, or will hold within a defined period of time of employment, college credits or industry certification in the area of career technical education. 5. The candidate should be able to provide additional career transition services to graduates and graduating students in coordination with placement efforts by Job Corps' career transition personnel. The career transition services may include assisting in the areas of job interview preparation, housing arrangement, vehicle purchase, and transportation to work sites, childcare, etc. Responses will be evaluated using the following criteria: 1. Socio-economic impact of the candidate's past history of career technical training; 2. Level of familiarity with the Job Corps program; 3. Scope of industry/union connections on the national, regional, and local levels; 4. Quality of existing training curricula in terms of alignment with latest industry/union training/skills standards, including green technologies integration; and the entity's ability to develop or upgrade training curricula to reach the required alignment to industry standards; 5. Quality of instructional staff. No cost proposal is required for this synopsis. All interested parties are inivited to submit a response to this notice. Include a capability statement with your response. Responses are due no later than June 17, 2010, 2pm, Eastern Standard Time (EST). Electronic copies of responses are preferred and may be emailed to conaway.stacy@dol.gov. The responses must be specific to each of the qualifications listed above to show that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
