Description
The U.S. Army Natick Soldier RD&E Center (NSRDEC) is seeking information on emerging technologies and technology concepts designed to physically or mentally unburden the Soldier and Small Combat Unit (SCU) of the future. Information received from this notice will be used to identify prospective participants in an Emerging Soldier Technologies (EST) Workshop to be conducted in late June, 2010 in conjunction with a Future Soldier Initiative (FSI) Capability Exercise (CapEx). NSRDECs mission is to maximize the Warfighters Survivability, Sustainability, Mobility, Combat Effectiveness and Quality of Life by treating the Warfighter as a System. NSRDECs Future Soldier Initiative (FSI) explores science and technologys role in enabling future capabilities for full spectrum operations with a focus on capabilities that Empower, Unburden, and Protect the Soldier and Small Combat Unit.. The FSI is charged with igniting the imagination and sparking discussion on how current and emerging research can best be directed to provide the Soldier and SCUs with unmatched capabilities that will help ensure success in future conflicts. The FSI objectives are pursued, in part, through a Capability Exercise (CapEx process that utilizes structured scenarios to guide the exploration of current and future capabilities by examining the actions and reactions of representative Soldiers, opposition forces, and the local populations within various defined parameters. The government will invite selected respondents to participate in an EST Workshop tentatively scheduled for 29-30 June 2010 at the Natick Soldier Systems Center in Natick, MA. During the Workshop, invitees will be invited to demonstrate their emerging technology or technology concept for a selected audience of Soldiers, CapEx participants, and government personnel. Invitees will also participate in roundtable discussions regarding Unburdening Soldiers and SCUs. [Note: The Government will not reimburse any business concern invited to participate in the workshop for costs associated with their invitation to or participation in the Workshop.] Unburdening technologies include those technologies, which, if implemented, would significantly reduce or off-load the physical or cognitive load placed on a Soldier/SCU, or increase the Soldier/SCU capacity to accept and process physical or cognitive load. Respondents to this request should submit technology concepts with potential to Unburden individual Soldiers or SCUs that are in the form of a prototype or other technology demonstrator that can be used to demonstrate the concept to Soldiers. Responses to this request must not exceed 10 pages (the Government may not review additional pages) and should address the following information: (1)Description: Describe the emerging technology and how a Soldier or SCU would potentially use the technology in an operational setting. (2)Impact: What is the anticipated impact of the technology on Soldiers/SCUs physical and cognitive load (please address each separately)? Please quantify your response to the maximum extent possible. (3)Prototype: Is a prototype or other technology demonstrator available to demonstrate the proposed technology? Please provide photographs or video as applicable. Minimum and desired space requirements for demonstration should also be included for workshop logistical planning purposes. (4)Availability: What is the availability of the prototype or technology demonstrator and necessary support personnel to attend the June, 2010 EST Workshop? (5)Current Customers: If applicable, please provide information on current customers for the proposed or closely related technology, including development/prototype efforts. (6)Contact Information: Please include a point of contact including email address, telephone number, and mailing address. NSRDEC personnel will review responses for suitability and applicability to the CapEx scenario and Unburdening theme. The Government, based on the objectives and criteria of this request, will make a determination as to a technologys suitability for invitation to the EST Workshop. The Government reserves the right to limit the number of invitations for participation in the Workshop based on resource and other limitations. Submissions may also be considered for invitation to participate in similar Workshops in the future at the Governments discretion. Submission of information in response to this request is completely voluntary. The Government will not reimburse any business concern for any information submitted in response to this notice. Respondents are encouraged to submit only non-proprietary information, as the EST workshop will be attended by other non-governmental invitees. If proprietary information is submitted for review in response to this request for information, it must be marked appropriately, and the respondent should specify how it will present its technology at the Workshop without reference to proprietary data, which cannot be protected at the Workshop due to the presence of non-governmental personnel. The information provided in response to this request for information will be used to identify potential invitees to participate in the outlined EST Workshop. As indicated above, the Government will not reimburse any business concern invited to participate in the Workshop for costs associated with such participation. No acquisition will result specifically from this notice or the follow-on workshop; however, future acquisitions may reflect performance capabilities identified during the contemporaneous CapEx, if such capabilities warrant further investigation or development. Response to this notice does not ensure an invitation to participate will be extended. All interested business concerns are required to respond to this request for information announcement via email no later than 4 June 2010, 2:00 p.m. EST. Attachments to submissions (e.g. optional video) larger than 5 MB shall be coordinated with the Government by email and submitted by internet link (provided via email), or electronic media (CD, DVD). Responses must include company point of contact, email address, telephone number, mailing address and fax numbers. All interested business concerns responding to this notice shall send their submission to Mr. Scott Ullery via email at scott.g.ullery@us.army.mil.
