Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract modification to the current Cost Plus Fixed Fee (CPFF) Cooperative Engagement Capability Design Agent Engineering Services contract with Raytheon Company Network Centric Systems (NCS), 1501 72nd Street, North, P.O. Box 12248, St Petersburg, Florida, 33170-2248. This modification to existing contract N00024-08-C-5202 will increase the available funding ceiling for the Design Agent and Engineering Services contract for the Cooperative Engagement Capability (CEC) program and allow the execution of the last two years of the five year contract if the Government chooses to exercise the existing contract options. NAVSEA intends to award a contract modification resulting from this synopsis on a sole source basis, under authority of 10 U.S.C. 2304(c)(1), as Raytheon NCS is the only company that can meet the Navy's CEC engineering and design efforts already underway. Cooperative Engagement Capability is a sensor netting system that significantly improves battle force Anti-Air Warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may respond to this synopsis with a letter of capability and interest, or may submit an unsolicited proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
