- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), to negotiate/award a purchase order to the University of Texas M. D. Anderson Cancer Center (MDACC) to perform research on the project entitled “Predictors of Smoking in Mexican American Youth”. The University of Texas M. D. Anderson Cancer Center will collect social network data within the research project entitled “Predictors of Smoking in Mexican American Youth.” The current project aims to 1) determine the prevalence of experimentation with cigarettes and alcohol and assess sensation-seeking tendencies, acculturation levels and social network structures in N=1500 unrelated adolescents aged 14 to 17 years at enrollment by completing an in-home interview; 2) assess participants’ progression from experimentation with tobacco smoking, and alcohol to regular use, and dependence; 3) evaluate how variations in candidate genes, including those related to nicotine and alcohol metabolism, dopamine, serotonin, cannabinoid, opioid receptors and transporters, and genes encoding enzymes involved in synthesis or metabolism of neurotransmitters may influence the initiation, establishment and dependence upon the substances following experimentation; and 4) develop quantitative multivariate risk assessment models for experimentation, initiation and dependence in order to identify high-risk adolescent subgroups. The University of Texas M. D. Anderson Cancer Center will provide the following support on the project: •Administer the baseline and follow-up assessment surveys to study participants. •Prepare a dataset for analysis.. The sample for this project is part of an ongoing research protocol. MDACC has maintained contact with study participants over the past 4 years and has developed a rapport with the families and communities who have participated in the project. Additionally the Principal Investigator on the study, has a significant understanding of the study’s objectives and provides access to study participants. It would be disruptive to the study for a different project team to conduct the interviews. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
