- This synopsis is to advise industry that SPAWARSYSCEN Atlantic, New Orleansintends to issue a competitive Request for Proposal for support and training for the Navy's Area Security Operations Command and Control (ASOCC) / Integrated Command and Control Altering Toll Suite (IC2ATS), specifically in support of the program's participation in the Maritime Domain Awareness System (MDAS). MIC2ATS is a subordinate element of the IC2ATS system, and represents "Maritime" specific and unique capability within IC2ATS. The anticipated work will include: Design and develop Training Support Package (TSP) for the Navy Emergency Preparedness Liaison Officer (NEPLO) Pro Course. Research data delivery to military personnel and first responders via M-Learning tools. Determine IC2ATS tool 508 compliance requirements. Develop mobile-learning (M-learning) tool prototypes for potential data delivery of MDAS, MIC2ATS, or IC2ATS capability via mobile devices to military personnel and first responders. Design and Develop Emergency Response and Recovery for Special Populations Training Guide and Develop MIC2ATS System Checklist Addressing Special Population Response and Recovery Needs MIC2ATS and IC2ATS Graphic User Interface assessment for enhanced usability. This procurement shall be funded using FY09 Defense Appropriation Supplemental Navy RDT&E funding earmarked for the National Terrorism Preparedness Institute Anti-Terrorism/Counter-Terrorism Technology Development and Training (See ''Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009," p. 367, Line 128). The applicable NAICS code for this effort is 541330 with a size standard of $27M. Government estimate for this effort is approximately $2.7 million. The proposed RFP # for this action is N65236-10-R-L024. This solicitation will be unrestricted. The contractor will be tasked to accomplish the work as specified in the PWS. A firm fixed priced for a period of performance not to exceed one year is anticipated.
