Description
Furnish all tools, labor, equipment, materials, and expertise required to complete Project 596-09-102, 'Medium Voltage Equipment Replacement' at VA Medical Center, Leestown Division, Lexington, Kentucky in strict accordance with the specifications and drawings. Work includes the replacement of campus's medium voltage service entrance switchgear at Building No. 68 and replacement of various pad mounted medium voltage switches and transformers throughout the campus. Also included is the replacement of the low voltage service entrance switchgear and Motor Control Centers at Building No. 67, Chiller Plant. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238210 with a small business size standard of $14.0 million. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business Contractors pursuant to 38 U.S.C. 8127(d). To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov; www.ccr.gov; www.orca.bpn.gov; and www.vets100.vets.dol.gov/. The estimated cost range for this project is between $1,000,000 to $2,000,000. A 20% bid bond shall be submitted with the offer. Performance and payment bonds are required within 10 days after contract award. Pre-bid inspection will be January 4, 2010 at 2:00 p.m. The solicitation will be posted o/a December 16, 2009 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Interested bidders can download the solicitation, specifications and drawings from the FedBizOpps website. Amendments will be posted at the FedBizOpps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of proposals. Proposals are due no later than 2:00 p.m. on January 20, 2010 at VA Medical Center, Building 2, Room 216F, 2250 Leestown Rd., Lexington, Kentucky 40511. Award is subject to the availability of funds. Offerors submitting as a joint venture must submit the joint venture agreement with their offer. Joint ventures are limited to submission of three bids in a two year period. All requests for inforamtion on this solicitation shall be submitted in writing to the Contracting Officer at e-mail connie.mabley@va.gov. Do not contact the A/E or Project Engineer of record for information. The deadline for requests for information is 10 calendar days prior to bid opening.
