- Presolicitation Notice for:Solid and Green Waste RemovalAgency: Department of the InteriorOffice: National Park ServiceLocation: NPS - WWII Valor in the Pacific National Memorial (USS Arizona Memorial) The National Park Service, Department of the Interior, intends to solicit offers from qualified firms having the capability to perform trash/garbage/green waste collection services. The solicitation number will be N889510O034. The services to be performed will include contractor furnished dumpsters, labor, and equipment, required to perform all aspects of trash/garbage/green waste removal services, which includes the collection, processing and final disposition of all materials in an approved landfill in accordance with the County of Honolulu and State of Hawaii ordinance. This trash/garbage/green waste removal is a result from commercial and office activities at the Memorial. This solicitation will be issued as a Request for Proposal (RFP) and made available electronically for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website and the Department of the Interior National Business Center (NBC) website, at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with DOI are encouraged to register at the National Business Center. Paper copies of this solicitation will not be available via mail or fax. Solicitation documents will be available in Microsoft Word, and Adobe PDF format. Potential offerors will be required to visit this website periodically to check for amendments and other changes to the contract document. No other notification will be sent. The Request for Proposal (RFP) will be released to the general public on or about June 18, 2010. All offers are due by July 17, 2010 for consideration. This notice meets the requirements of FAR 5.201. The contract period of performance will be base year August 1, 2010 through July 30, 2011 and four one year option periods to be exercised at the discretion of the government. A firm fixed price contract is anticipated from this solicitation. The North American Industry Classification System Code (NAICS) is 562111. The small business size standard is $12.5 million. This project is unrestricted competitive and available to both small and large businesses. The National Park Service encourages the participation of disadvantaged, service disabled veteran owned, and women-owned business enterprises. To be eligible to receive the award contractors must be registered and active in the Central Contractor Registration (CCR) at the internet site http://www.ccr.gov and Online Representative and Certifications Application (ORCA) at http://www.orca.bpn.gov. "EVALUATION FACTORS" provision in Section M; the successful Offeror for purposes of this award shall be the conforming, responsive, and responsible Offeror offering the best value to the Government for the contract base period and each of the pre-priced option years in the schedule. However, the initial award will be for the base period only. Proposals are solicited on an "All or None" basis. Failure to submit for all items and quantities listed shall be cause for rejection of the proposal. The Government will evaluate each proposal and will award based on the factors set forth below. Factors (a) price and (b) past performance are of equal importance. Award selection will be based on the overall best value to the government after considering evaluation factors listed within Section "M" of the (RFP). The Government reserves the right to cancel this solicitation. This is a Presolicitation Notice.
