Description
NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of the market for the type of work described herein. The intent of this announcement is to identify sources that are qualified business concerns capable of performing the following tasks. 1) Collect blood samples from salmon and other marine fish in order to determine plasma insulin-like growth factor (IGF-I, a hormone that is a biomarker for growth) and 11-ketotestosterone (11KT, a hormone that is a biomarker for male maturation). The following is required for this work: a) collect blood samples from the fish of interest in Puget Sound and coastal areas of Oregon, Washington, British Columbia and Alaska on research cruises of up to 3 weeks duration; b) be responsible for preparing, organizing and storing plasma at sea; and c) record and maintain data on fish and plasma samples. Driving government vehicles will be required for this work. 2) Measure plasma levels of 11-ketotestosterone by enzyme immunoassay and salmon IGF I by specific time-resolved fluorescence immunoassay. Analysis of up to 4000 samples will be required. 3 Entry, organization and analysis of data. This includes data entry, conducting statistical analysis, data interpretation and report writing. 4) Assist NOAA staff with data analyses using basic statistical software such as JMP and Statview. This includes: a) data entry into a standard excel spreadsheet, b) conduct basic statistical analysis using standard software to determine simple summary statistics, and prepare graphs of results for manuscripts and presentations. Attend one domestic scientific conference (such as American Fisheries Society Meeting) with NOAA scientists. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). In addition, completion of the Online Representation and Certifications Application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Interested firms shall provide, in writing, a brief narrative and documentation to support your firm's capability and experience meeting the requirements herein and include your firm's name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, and so forth. Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to perform the services as specified above. Detailed information must be submitted by email to the address noted herein by 2:00 PM local Seattle time (PST), June 17, 2010.
