- The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be available on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Prospective offerors desiring to conduct business with DOI and download a copy of the solicitation are requested to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). SOLICITATION NUMBER: N2011100137PROPOSED ISSUE DATE: On or about June 18, 2010TITLE OF PROJECT: Visitor and Research Center (VRC), Mesa Verde National Park DESCRIPTION: The National Park Service (NPS) will be constructing a new Visitor and Research Center (VRC) at Mesa Verde National Park. The VRC will consist of one building, with two components: the Research and Collection Facility and the Visitor Information Center (VIC). The project has been registered with the United States Green Building Council (USGBC), and has been designed to achieve Leadership in Energy and Environmental Design (LEED) Platinum certification. The work of this contract consists of constructing a new highly energy efficient 23,620 SF building which includes 16,256 SF for the Research and Collection Facility (Curatorial Facility) and 7,364 SF for the Visitor Information Center. The building will consist of tight construction to prevent air infiltration and provide strict climate control for the preservation of over 3 million artifacts. The project is considered to be technically difficult due to the level of detail required for the architectural/building systems and finishes, coordination of multiple trades, and intensive commissioning services during construction. The structure will utilize the latest sustainable materials and practices. This project includes, to the maximum extent practicable, use of recycled content materials, recovered materials and regional materials. The VRC will be a one-level structure constructed of poured-in-place concrete foundations, insulated masonry structural walls, steel beams and columns, multi-curved/multi-dimensional roof structure, membrane roofing, high performance insulation, fluid-applied membrane air barriers, stone veneer, ground source heat pumps, radiant heating and cooling, solar hot water, building automation system, fire protection, lighting controls, telecommunications, fire detection and security system, lightning protection, micro hydropower, photovoltaic, extensive commissioning, and site work. Site work will include erosion control, excavation, grading, storm drainage, bringing utilities to the building site, coordination with local utility companies, on-site wastewater system, stone walls, accessible walkways, trellis work, native landscaping, landscape irrigation, miscellaneous site amenities, and parking/roadway construction. The subgrade for the facility's access road and large parking bays has already been constructed. Coordination with the commissioning agent, exhibit fabricator/installer, sculpture installer and mobile storage system installer is also required. This project will have a defined construction time frame of approximately twenty-four (24) months. Additionally, another Contractor working for the National Park Service will share one of the new parking bays with the Contractor for this project. Coordination will be required. It is deemed imperative for successful award and performance of this contract that any firm considered must be experienced in construction of complex architectural building projects of similar magnitude, have successfully completed construction of energy efficient facilities using sustainable materials and practices to obtain LEED GOLD (minimum) certification, be competent with the documentation requirements to obtain this certification, and have successfully completed projects requiring close coordination. TYPE OF PROCUREMENT: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. All evaluation factors other than price, when combined, are approximately EQUAL in importance to price. In accordance with FAR Subpart 15.300, the government will select the responsible offeror whose proposal represents the BEST VALUE to the government, price and technical and other factors considered. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; and permits discussions if necessary. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms from price, schedule and technical standpoint. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals.
