Description
The Networks and Information Systems Division, Tactical Edge WirelessNetworks Branch (Code 55180) of the Space and Naval Warfare SystemsCenter, Pacific (SSC Pacific) intends to issue a sole source, cost plus fixedfee,indefinite delivery, indefinite quantity contract to Key Management Systems,Inc, (KMS) Colorado Springs, CO, for the fulfillment of the Governmentsrequirement for engineering support services for the design, development,integration, testing, documentation, and accreditation (both DSAWG andDIACAP through Phase 5) of Black Core wireless network architecturesimplementing the NSA Elliptical Curve (EC) Technology suite (e.g. NSA Suite Balgorithms implemented in an NSA certified hardware platform) for prototypesto be evaluated for Navy and Marine Corp networks. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. In order for the Black Core architecture to become accredited, for use in Navyand Marine Corps networks, the prototypes developed under this requirementwill need to pass a variety of Information Assurance (IA) tests includingapproval from the DISN Security and Accreditation Working Group (DSAWG) andcertification through DIACAP Phase 5 using using the Fortress Secure Bridge byFortress Technologies as the hardware platform. KMS has recently provided theengineering/IA expertise through DIACAP Phase 3 and gained DSAWG approvalimplementing the NSA Elipitcal Curve technology on the Fortress Secure Bridgefor a very similar effort, which accomplishes a significant learning curve thatcannot be replicated by any other engineering firm in the time lines requiredbythe Government. This notice of intent is not a request for competitive proposals. Interestedparties may identify their interest and capability to respond to therequirementor submit proposals. Information received will normally be considered solelyforthe purpose of determining whether to conduct a competitive procurement. Adetermination by the Government to compete the proposed contract basedupon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is541512 and the size standard is 500 employees. The anticipated period ofperformance will be approximately three years from the date of award. Theestimated value of the effort is $3,000,000.
