- Attachment 1 - Answers to Questions The purpose of this amendment 0001 to combined synopsis solicitation NTSB-Q-10-0018 is to extend the due date of quotes and to provide answers to questions. The due date of quotes is hereby extend to no later than 4:00 p.m. EST on June 17, 2010 via email to Bryan J. Moy at bryan.moy@ntsb.gov. The maximum size of an email, including attachments, which the NTSB email server can accept is 5 megabytes (MB). Therefore, the offeror may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 5MB. It is the offeror's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date. Attachment 1, Answers to Questions is hereby attached and incorporated herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NTSB-Q-10-0018. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. This requirement is a total small business set-aside. The associated NAICS code is 333314 Optical Instrument and Lens Manufacturing and the small business size standard is 500 employees. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. Description of Requirement The NTSB has a requirement for the purchase of: Contract Line Item Number (CLIN) 1: One manual probe station. The probe station shall be capable of probing multi-pin, semi-conductor memory devices. The specifications of the manual probe station is as follows: • One (1) laboratory grade semi-conductor manual probing station • Able to probe damaged and undamaged discrete semi-conductor solid-state memory devices • Have the ability to connect to 70 discrete points on a semi-conductor die • Contain trinocular microscope of sufficient magnification for semi-conductor positioning with light source • Manual X-Y positioning table or platform of sufficient accuracy to position probes on a typical semi-conductor die • Include all adapter, fixtures and wedges needed to connect to multi-pin semi-conductor die • Item due no later than 30 days after receipt of order • FOB Destination Place of Delivery National Transportation Safety Board 490 L'Enfant Plaza, SW Washington D.C. 20594 Basis for Award In order for the quotes to be evaluated, offerors must submit the specifications for the proposed equipment with their quote. Award will be made to the lowest price technically acceptable quote. To be technically acceptable, the quote must meet all the specifications as specified in this combined synopsis/solicitation. The successful offeror must be registered in the Central Contractor Registry (CCR) prior to award. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
