PSC - Haiti Corrections Advisor, Port-au-Prince, Haiti ISSUANCE DATE: 06/3/2010 CLOSING DATE: 06/10/2010 SOLICITATION NUMBER: PSC-10-047 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described below. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Corrections Advisor for Haiti(CA-H) reports to the Narcotics Affairs Section Director (NAS), serving as the corrections expert on the full range of corrections issues in Haiti. The CA-H would provide the technical corrections expertise within the NAS, and on behalf of the NAS and INL in interagency settings, for activities aimed at improving INL and broader USG and international capacities to provide assistance to correctional and rule of law institutions in Haiti. S/he would play a key role in contingency planning and development of future Haiti Corrections Programs. S/he would also serve as a resource for the managers of INL/NAS corrections programs already underway, providing expert guidance as needed. Background NAS Haiti is funded by the Bureau for International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and is based in the U.S. Embassy in Port Au Prince. The Bureau is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice policy issues for the Department of State. Criminal justice assistance is a core component of stability and reconstruction operations worldwide. INL also participates in interagency and multilateral efforts to improve the quality of U.S. and international responses in stability and reconstruction environments, including seminars and workshops, lessons learned reviews, strategic planning activities, war games and interagency exercises, and contingency planning for possible future operations. INL’s corrections programs are overseen by the Bureau’s Senior Corrections Advisor based in Washington, DC, Office of Civilian Police and Rule of Law. Level of Effort The position is full-time, with a minimum of 40 hours per week. Relationships The CA-H will report to the NAS, and be reviewed by the Director of INL/LP, and the Senior Corrections Advisor for the Bureau for International Narcotics and Law Enforcement Affairs (INL/CIVPOL), U.S. Department of State. Travel and Position Location •The position is located in the U.S. Embassy in Port Au Prince. •Domestic and international travel is also required. Major Position Elements •Serve as a senior expert and advisor to the NAS, the Ambassador, and to the INL Bureau on all matters related to the Haitian prison and corrections system. •In coordination with the NAS and the INL Senior Corrections Advisor, advise the Haitian Direction de l'Administration Pénitentiaire (DAP) on how to organize and manage modern, secure and humane operations in the Haitian prison system. •Training of correctional staff is a key element in reforming the Haitian prison system. Working with the NAS and other NAS advisors, develop training programs intended to professionalize the DAP unit of the Haitian National Police (HNP). •Integrating corrections with criminal justice reform is essential. Incumbent will assist in the development of programs to equip and train DAP personnel to operate a pre-trial diversion program and on alternatives to long-term incarceration for pre-trial detainees, and to educate and rehabilitate some of the incarcerated and convicted criminal population. •Provide policy analysis, situation reports, and program guidance including updates on construction and refurbishment projects, budgeting, development of local correctional capacities and institutions, and training plans. Maintain good working relationships with United Nations (UN) and international corrections advisors, and with other U.S. government agencies involved in law enforcement and counternarcotics efforts in Haiti and the Caribbean. •Assist with NAS oversight of prison construction projects and renovations. •Participate in senior-level meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance and improve INL capacities to respond quickly and effectively when new missions emerge. •Serve as an advisory resource for the NAS and INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing corrections assistance programs. •Represent the NAS and INL, as needed, at domestic and international conferences on corrections aspects of stability and reconstruction operations. •Prepare background materials and reports used by the NAS, Embassy staff, Assistant Secretary and Deputy Assistant Secretaries in preparing speeches, briefings, and testimony to articulate INL engagement on corrections aspects of stability and reconstruction operations in Haiti. •Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. •Assist with recruitment of corrections personnel for INL corrections programs. Minimum Qualifications •U.S. Citizenship. •At least 8 years experience in U.S. corrections operations, management, organizational development, planning and/or training. •Graduation from a certified state or federal corrections training academy. •Experience working with the UN or other international organizations or experience working overseas. •Ability to obtain DOS-approved security clearance at the secret level. •Fluent at the 2/2 level in French or Creole. Preferred Qualifications •Experience in strategic planning, policy development and implementation of major agency-level programs. •Knowledge of corrections development in an international environment. •Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). •Superior interpersonal skills. Special Instructions to Offerors Offerors are required to specifically address their qualifications, experience and expertise in the following areas- •Assisting senior managers in the development and implementation of policy and programs, and ensuring objectives are clearly defined; •Gathering, reviewing, and analyzing information relevant to corrections aspects of stability, international development and reconstruction operations, and making recommendations to senior management on appropriate actions to be taken based on findings; •Being flexible in working under pressure, with limited time frames, and during times of rapidly developing events; •Communicating and coordinating with the UN and/or regional organizations and/or other members of the international community and U.S. interagency partners (e.g., Defense, Justice, USAID) to develop effective and complementary U.S. programs. Evaluation Criteria •Offeror’s ability to provide policy guidance to senior level policy makers within the USG. (30 points); •Offeror’s experience and ability to substantially assist in developing and implementing plans for improving U.S. capacities to provide corrections assistance overseas quickly and effectively and designing and overseeing corrections programs within specific stability and reconstruction operations. (30 points); •Offeror’s ability to liaise with members of relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of gathering and disseminating information and developing complementary policies and programs. (20 points); •Offeror’s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (20 points).
