Description: Statement of Work Spare Parts List This is a combined synopsis/solicitation for brand name Comtech EF Data SLM-56 or Equivalent items as described in attachment 1 - System Spares Schedule. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Geospatial-Intelligence Agency (NGA) intends to solicit and make a single award fixed-priced Blanket Purchase Agreement (BPA) under Federal Acquisition Regulation (FAR) Part 13. The North American Industry Classification System (NAICS) code for this acquisition is 334220. VENDOR INSTRUCTIONS 1. Pricing: Please include a breakout of unit price and delivery schedule for each item. 2. Equivalent Items: If an equivalent item is proposed, all quotes must include a capability statement to support the equivalent item. 3. Open Market: All items shall be priced using open market pricing. 4. Shipping and Handling: Total proposed costs shall include all shipping, handling and taxes. 5. Warranty: The vendor's commercial warranty shall apply and should be stated in the proposal. The information should be a brief statement that a warranty exists, the substance of the warranty, the duration and claim procedures. 6. Cancellation: There is no guarantee of orders and the Government reserves the right to cancel this solicitation, with no obligation to the vendors by the Government. 7. All quotes must remain valid for 90 days after submission. 8. Closing date and time: Offers are due no later than 16 June 2010, 11:00 a.m. Eastern Standard Time to the email or fax number identified below in the paragraph entitled Submission Information 9. Central Contractor Registration: Vendors must be approved and registered in the Central Contractor Registration before award can be made. 10. Solicitation Amendments: Potential vendors must monitor this website for changes to the combined synopsis/solicitation and the statement of work. Amendments will be posted to this website. 11. No telephone responses will be accepted. 12. NGA Contractor Support Personnel may participate in the review and coordination of proposals received in response to this RFQ. EVALUATION OF FACTORS Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Non-cost factors are as follows: Technical Acceptability - The Government shall evaluate the proposals in accordance with the specifications identified in the statement of work. OFFEROR REPRESENTATIONS AND CERTIFCIATIONS Offerors are required to submit a complete copy of FAR 52.212-3, Offeror Representations and Certifications with their offer or indicate whether an electronic version is available on www.orca.bpn.gov. DESCRIPTION OF AGREEMENT This Blanket Purchase Agreement (BPA), as defined by FAR 13.303, is a written agreement between the National Geospatial-Intelligence Agency (NGA) and Contractor. This BPA is primarily used as a means of expediting the procurement process using a simplified acquisition method and is neither intended to restrict competition or imply that the Government may make purchases, referred to as calls, for supplies or services. Under the terms and conditions of this BPA, the Government may issue and the Contractor shall accept delivery of Firm Fixed Price (FFP) calls to provide spare line replaceable units for deployed satellite communications modem equipment in accordance with the scope of work. EXTENT OF OBLIGATION This BPA does not obligate any funds. The Government is obligated only to the extent that authorized purchases are actually made under this BPA. PURCHASE LIMITATION No individual purchase under this Agreement for the acquisition of commercial items shall exceed $5,500,000. INDIVIDUALS AUTHORIZED TO PURCHASE UNDER BPA Any NGA Contracting Officer is authorized to purchase under this BPA in accordance with paragraph entitled Purchase Limitation. DELIVERY TICKETS All shipments under the agreement shall be accompanied by delivery tickets that contain the following minimum information: (i)Name of supplier. (ii) BPA number. (iii) Date of purchase. (iv) Purchase number. (v) Itemized list of supplies or services furnished (vi) Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information). (vii) Date of delivery or shipment INVOICES Each delivery order is to be invoiced separately. A summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period, identifying the delivery tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery tickets. All invoices submitted must also conform to the standards set forth in the following NGA clause: NGA: Submission of Invoices (MAY 2008) a. The contractor shall prepare each invoice in accordance with the Prompt Payment Act. Fax one copy to DFAS Indianapolis at 1-866-894-8007. DFAS Indianapolis prefers a faxed copy but will accept hard copy that is mailed to their office listed on the face of the contract/order. b. At the same time of submission to the payments office, the contractor will fax one copy to Aundra Rhone-Jones at (301) 227-1461 and one copy to Morgan Hogeland at (703) 262-4588. c. The NGA receiver of the service or item will complete the receiving report and fax one copy to DFAS Indianapolis at 1-866-894-8007, and one copy to the contracting officer shown on the face page of this contract/order. d. Contractors wishing to check the status of their vouchers should do so by using "myInvoice" at www.dfas.mil; click on the MyInvoice icon. Questions regarding vouchers or payments may also be directed to DFAS by calling 1-888-332-7366; select Option 2, then Option 2 When unable to obtain information on status of vouchers and payments via "myInvoice" and DFAS, questions may be directed to the contracting officer administering the contract. PERIOD OF PERFORMANCE This BPA is effective for five years from the date of award. The Government will review this BPA annually, and if necessary make updates at that time. The anticipated date of award is 1 July 2010. (DEC 2006) UTILIZATION OF SMALL BUSINESS CONCERNS (MAY 2004) (DEVIATION 2009-O0009) (a) It is the policy of the United States that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing contracts let by any Federal agency, including contracts and subcontracts for subsystems, assemblies, components, and related services for major systems.
