Description
REQUEST FOR EXPRESSIONS OF INTEREST DEVELOPMENT OPPORTUNITY VA Medical Center Lincoln, NE SCOPE AND NETWORK OBJECTIVES The United States Department of Veterans Affairs ( VA ) under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 8169), is seeking expressions of interest from bidders interested in a development opportunity to redevelop, construct, renovate and/or maintain either all or the majority of the campus at the Lincoln VA Medical Center. This will be accomplished through a long-term out-lease of either all or the majority of the VAMC campus. For consideration of the use of the campus, VA seeks an outpatient clinic of approximately 100,000 square feet, located on the campus or at another site proposed by the Offeror. Two options are offered for bidders to consider in response to this expression of interest: Option 1: VA vacates the entire campus and all buildings. The entire 60 acres plus all eight buildings are transferred. The bidder provides options for the location of the outpatient clinic off-site. Option 2:VA retains acreage to support the outpatient clinic and parking (estimated 10 to 20 acres). The remaining 40 to 50 acres plus all eight buildings are transferred. The development may include any use that is commercially viable and not inconsistent with the mission of VA. VA will not continue to occupy the existing community based outpatient clinic ( CBOC ) under this transaction and is not interested in renovations for continued occupancy of the clinic. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for VA s out-leasing of the property, the developer/lessee would be solely responsible for developing, financing, renovating, constructing, managing, maintaining, and operating the leased property. In return for the long-term use of the assets, the developer/operator will provide fair consideration to the Lincoln VAMC in the form of ground rent or in-kind consideration toward construction of a 100,000 square foot community based outpatient clinic. BACKGROUND The Lincoln VAMC is located within the city limits of Lincoln, NE in a built-up and desirable commercial, retail and residential neighborhood. The total property includes 59.70 acres of gently rolling land situated at the southeast corner of South 70th Street and O Street within the city limits of Lincoln, NE. There are eight physical structures on the campus although numbered as 22 buildings, most built between 1929 and 1931, with some updates and areas renovated. All buildings are brick construction. The most recent construction occurred in 1984 for the outpatient clinic (Building 45). The total building square footage is 276,000 SF gross building area, with many areas closed or taken out of service. The largest building is the main hospital. Historic preservation will apply. The Medical Center has administrative, clinic and Veteran outreach services. The existing CBOC provides primary care services, behavior health services, specialty care referrals, pharmacy and laboratory services. There is a Vet Center on campus. VAMC Lincoln is part of the VA Nebraska-Western Iowa Health Care System and provides services to a population of 166,700 veterans living in a 104-county area of Nebraska, western Iowa and portions of Kansas and Missouri. DEVELOPER ELIGIBILITY VA is seeking qualified development teams that have a proven track record in mixed-use development, historic preservation and/or reuse and operation of such facilities. Developers may be either sole entities or grouped as teams to produce qualified responses. RESPONSES Responses must address the following in sufficient detail to frame the opportunity and the ability to execute an enhanced-use lease in a timely manner and competently: (1) organization and ownership structure responding to the REI, including anticipated teaming arrangements; (2) relevant project experience of equivalent scope and complexity performed by the development team, its partners or other entities envisioned to be key to the project, including historic preservation experience; (3) preliminary concept for re-use/redevelopment of the campus, including location of the outpatient clinic; (4) preliminary concepts for in-kind consideration; (5) constraints or challenges envisioned to execute VA s vision for the campus and CBOC; and (6) ability to obtain financing for the project. Responses must not exceed the page count for each of the sections, the aggregate of which is limited to 10 pages, single spaced with a minimum 12 point font. Please do not create an elaborate response to this request. Bulleted outlined responses are acceptable. Expressions of interest are due Tuesday, June 29, 2010 by 2:00 pm EST.
