- Building 70 Stand-By Power Scope of Work Project # 695-04-115. Renovate wards 6C North (6CN) and South (6CS) and 5C North (5CN) in Building 111, Clement J. Zablocki VA Medical Center, Milwaukee, WI to meet current industry and Handbook 7610 patient privacy needs. Provide labor, materials, equipment including asbestos abatement, selective demolition, general construction, alterations, electrical work, removal of existing structures and construction, and certain other items per the drawing and specifications at the Clement J. Zablocki VA Medical Center, Milwaukee, WI. Specific components of work shall include but are not limited to: Arc Hazard and Coordination Studies, Power outage planning minimizing down time; Installation of standby power for building 70 consisting of transfer switches & three Bi-fuel generators in outdoor weather proof enclosures with sub-base fuel tanks mounted on concrete pads and foundations and tie in to existing electrical service. Transfer switches are to be in independent outdoor weather proof enclosures on concrete pads and foundation. This project will include all general construction work to facilitate the installation and operation of the engine generator sets and transfer switches. This work includes: "Excavation and pouring of concrete equipment pads and sealing of concrete surfaces "Construction of multiple equipment canopies for servicing equipment "Infill of windows on outside walls of existing main electrical equipment rooms in each building "Landscape restoration "Repairs to EDPM roofing to facilitate anchoring of equipment on existing roofs "General construction work to facilitate creation of new electrical equipment rooms "General cutting and patching "Repair and restoration of existing surfaces affected by construction "Providing and Installing of crash barriers, fencing and fence gates Mechanical work associated with this project is: "Modifications for the ventilation of existing main electrical equipment rooms. "Ventilation of new electrical equipment rooms "Rerouting of existing piping to facilitate installation of new equipment as necessary "Rerouting of roof drains on the affected courtyards outside of the building "The fabrication of installation of generator exhaust piping Electrical work associated with the installation of the engine generator sets and automatic transfer switches includes: "Modifications to existing normal power service entrances to tie in new engine generator sets "All wiring and raceways for control and support of engine generator set operation "Replacement of a existing pad mounted transformer "Construction of underground duct banks "Additional grounding at new generators and pad mounted transformer "Installation of remote annunciation for generator pre-alarm and alarm status "Remote transfer switch annunciation "Creation of a load shed scheme in the event of reduced generator capacity "Providing and installing additional distribution panel boards to create additional lab circuits In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) construction firms. The solicitation will be issued on/about June 15, 2010 with Bids due 30 days after (dates subject to change, to be specified in the solicitation). The bidder is responsible to monitor and download any amendments from Fedbizops (www.fbo.gov) which may be issued to this solicitation. There will be one pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The project magnitude range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $14 million applies. Time for completion is 730 days after Notice to Proceed (subject to change - solicitation will govern).
