- RFQ PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number LDQ003296. The NAICS Code for this requirement is 424690 - Other Chemical and Allied Products Merchant Wholesalers. The resultant contract will be a firm-fixed price contract. Brand name or equal items will be accepted. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Model 5501 a. Type 304 stainless Steel Construction b. Designed and fabricated to ASME Pressure Vessel, Section 8, DIV 1 specifications c. Precision Tube-Turns flange lid with double O-ring seal (Viton inner and Buna n Rubber outer gasket) d. Flange Closure Nut e. 8" Diameter x 44 ¾" Tall f. Usable inside diameter of 7 ½" x 39" high g. Minimum working pressure of 1480 psig h. Internal volume 8 gallons i. Can safely contain a leak from a 2400 psig 16 liter vessel j. Two (2) stainless steel diaphragm valves (vent and purge) k. 3000 psig stainless steel pressure gauge l. Compatible with cylinder containment vessels currently incorporated in FBI evidence transportation container inventory - Equal products will be required to submit a complete unit for inspection and ability to be incorporated into the current inventory. m. DOT exemption for transportation of leaking cylinders DOT#E10323 n. Transportation cart (handtruck) specifically designed to transport the vessel with quick disconnects to remove the vessel, fold up rear wheels. o. Overall dimensions: 54 ½" high x 28" wide x 28" deep. 2. Model 5502 a. Type 304 stainless Steel Construction b. Designed and fabricated to ASME Pressure Vessel, Section 8, DIV 1 specifications c. Precision Tube-Turns flange lid with double O-ring seal (Viton inner and Buna n Rubber outer gasket) d. Crank Handle Flange Closure e. Cylinder measurements (excluding cart) 12" Diameter x 78 ¾" tall f. Cylinder Slide Rails g. Usable inside diameter of 10 ½" h. Minimum working pressure of 1100 psig @ 130˚F i. Internal volume 33 gallons j. Can safely contain a leak from a 2400 psig 50 liter vessel k. Two (2) stainless steel diaphragm valves (vent and purge) l. 2000 psig stainless steel pressure gauge m. Compatible with cylinder containment vessels currently incorporated in FBI evidence transportation container inventory - Equal products will be required to submit a complete unit for inspection and ability to be incorporated into the current inventory. n. DOT exemption for transportation of leaking cylinders DOT#E10504 Shipping Instructions: Shipping under this requirement shall be FOB destination. Items shall be delivered to Fredericksburg, VA. The shipment must be scheduled 72 hours in advance of delivery with POC or shipment will be returned to vendor at Vendor's expense for re-shipment. Submission Instructions Responses shall be submitted via electronic submission to Jacob Gessel at Jacob.Gessel@IC.FBI.GOV. The due date for responses to this RFQ is on or before June 10, 2010 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ LDQ003296." All questions regarding this requirement must be submitted to Jacob Gessel via email. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. The Contract Officer for this solicitation is Lauren Caperton. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-30. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to Jacob.Gessel@IC.FBI.GOV. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror.
