- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is D-10-SD-0091 and is being issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code is 922190. The Drug Enforcement Administration intends to issue a firm fixed-price contract, in accordance with FAR Part 12, on a sole source basis to the Automated Regional Justice Information System. A justification is on file. The proposed contract period is base year July 1, 2010 - June 30, 2011, and four (4) twelve month option periods. The Drug Enforcement Administration (DEA), San Diego Field (SDFD) has a requirement for access to a central service that provides access to multiple Law Enforcement (LE) systems and information services generated both locally and through other government agencies (State, Local, and Federal) for the San Diego and California area. Information required includes, but is not limited to: Inmate Status and booking information; Warrants; Subpoenas; Criminal history; Crime mapping; Interactive Mapping/Global Query; Gang information; Probation records; Restraining orders; Officer Notifications; Toxicology reports; Registered sex and narcotics offenders; Armed prohibited person list; DMV records/photos; License and Permit Data; DA assignments and contact info; Occupancy information; Property records; Field interviews; Stolen property; Telephone number usage listings; Domestic Violence Communications System; SDLAW Sheriffs Web Portal; CAL-Gang; DOJ CAL-Photo; and Meagan's Law. The system shall be available 24 hours a day, 7 days a week. In addition to these data services, the vendor shall also include internet access, connectivity to the service through a T1 line and use of a router which they supply. The vendor shall be responsible for all equipment and external connectivity from their facility up to and including the router. The SDFD is responsible for the work stations and Local Area Network (LAN) used to provide internal connectivity to the vendors router. Additionally the vendor shall provide the SDFD with an administrative account that can be used to create user accounts for division personnel as necessary. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-33. The provisions are 52.209-5 (April 2010) Certification Regarding Responsibility Matters; 52.212-1(June 2008) Instructions to Offerors-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items; the offeror must submit a completed copy of the provision at 52.212-3(Aug 2009) Offeror Representations and Certifications-Commercial Items; 52.212-4(March 2009) Contract Terms and Conditions-Commercial Items; 52.212-5(Apr 2010) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.225-13, 52.232-33. 52.217-8 (Nov 1999) Option To Extend Services (60 days); 52.217-9(Mar 2000) Option to Extend the Term of the Contract (60 days, 60 days, 60 months). All offerors shall submit a proposal which will be evaluated. For the purpose of 52.212-2, evaluation will be based in order of importance: (1) Technically acceptable, (2) Past performance (3) Price will be evaluated on the basis of price realism and for reasonableness. All respondents will be considered by this agency. In accordance with FAR Part 15.306, the Government deserves the right to evaluate proposals and make award without discussions. Award will be made based on best value to the Government. Quotes shall include the Taxpayer Identification Number (TIN) and DUNS number. The deadline for all questions is 12:00 noon EST June 17, 2010. Questions & Answers will be posted as an amendment to the combined synopsis/solicitation.
