Description
NASA/SSC has a requirement for mosquito control in the buffer zone of SSC,inclusive of pesticide spraying and monitoring within the buffer zone.The work to beperformed under this requirement includes: Inspection to locate mosquito breeding sites;Surveillance with mosquito light traps to quantify the mosquito problem; Larviciding andbiological control to abate mosquitoes before they can leave the water; Adulticiding withtruck mounted sprayers to control adult mosquitoes; and Barrier spraying to abatemosquitoes for festivals and other special events. NASA/SSC intends to solicit and negotiate as a sole source with Hancock County topurchase items and share costs with Hancock County Mosquito Control Commission to assistwith controlling mosquitoes, SSC has agreed to help defray the cost of the control withinthe Hancock County portion of the buffer zone, located in Hancock County, Mississippi. Hancock County hires the contractor for the mosquito control, and SSC shares one-third ofthe total cost.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12.The solicitation document and incorportated provisions and clauses are those in effectthrough Federal Acquisition Circular 2005-41.The period of performance for this Purchase Order is 1 year after date of award.CLAUSES: FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by referenceand applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items apply to thisacquisition. Fill-ins are as follows: 1. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)(a) The Government will award a contract resulting from this solicitation to theresponsible offeror whose offer conforming to the solicitation will be most advantageousto the Government, price and other factors considered. The following factors shall beused to evaluate offers:(i) technical capability of the item offered to meet the Government requirement;(ii) price;(iii) past performance;All factors are of equal importance.In accordance with FAR 52.212-1(g), the Government intends to award without discussions.Offerors shall include a completed copy of the provision at 52.212-3, OfferorRepresentation and Certifications Commercial Items, with its offer. The FAR Clause52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition andwill be incorporated into any resulting contract. The clauses at FAR 52.212-5 ContractTerms and Conditions Required to Implement Statutes or Executive Orders CommercialItems apply to this acquisition Questions regarding this acquisition must be submitted in writing to the identified pointof contact no later than 4:30 p.m. local time on June 18, 2010. Prospective quoters shall notify this office of their intent to submit a quotation.It is the quoter's responsibility to monitor the site for the release of amendments.Potential quoters will be responsible for downloading their own copy of this notice, theon-line RFQ and amendments.An ombudsman has been appointed - See NASA Specific Note 'B'.Any referenced notes may be viewed at the following URLs link below.
