- The purpose of this synopsis is to gain knowledge of potential Small Businesses. South Dakota National Guard anticipates the solicitation and award of a contract for the project Aircraft Shelters & AMU Upgrade, PN: LUXC 079089, Joe Foss Field, Sioux Falls, SD. The scope of the work includes but is not limited to: Construct two new aircraft shelters on a new site within the existing perimeter of the South Dakota Air National Guard (SDANG) Complex on the aircraft parking ramp; construct approx 3,400 SF addition to Building #36; renovate approx 2,800 SF of existing space in Building #36. The project breakdown consists of Aircraft Shelter Area, (approx 11,100 SF); Org Maintenance Shop Addition Area, (approx 3,400 SF); Upgrade Org Shop Area, (approx 2,800 SF); Antiterrorism/Force Protection, (approx 6,200 SF); along with utilities, pavements, site improvements, high expansion foam fire suppression, communication support, prewired work stations, emergency generators and AT/FP site improvements. The magnitude of this project is between $1,000,000 and $5,000,000. All interested Small Business concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 15 June 2010 (4:00 PM Mountain Time). The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standards is $33.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14(b)(4) LIMITATIONS ON SUBCONTRACTING which states~By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a special trade contractors, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees~applies to this project if set aside for small business. Contractors should provide information regarding their plan and resources available to provide the indicated 15 percent of the cost of the contract with its own employees. Contractors should have specialized experience working on an active construction site. Attach additional information, not to exceed three typewritten pages, that must include a (1) positive statement of intent to submit a proposal response as a prime contractor and (2) a completed signed Sources Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact with phone number are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide name and point of contact for the prime contractor, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate small business contractors are not available for adequate completion of this project, it will be advertised as unrestricted.
