Description
The Military Surface Deployment and Distribution Command (SDDC) Transportation Engineering Activity (TEA) is issuing this Request for Information (RFI) to determine contractor interest and capabilities on conducting engineering studies, analyses and planning for traffic, ports for national defense (PND) and geographical information systems (GIS). This is an RFI only and does not constitute a request for a proposal nor commit the Government to make purchase of any supplies or services now or in the future. The information sought and provided will be used for planning purposes only (FAR 52.215-3). In addition, all documentation or information marked proprietary will be handled in accordance with applicable Government regulations. Please be advised that all submissions become property of the Government and will not be returned. SDDC will not be held responsible for any costs incurred by interested parties in responding to this RFI. PURPOSE: SDDCTEA requires periodic traffic engineering studies, in-depth analyses of ports for national defense and incorporation of GIS port infrastructure data into various databases to meet its transportation mission needs. This RFI seeks to identify who in the commercial marketplace is available and capable of meeting future SDDCTEA requirements. INFORMATION REQUESTED: This RFI is open to all business concerns. The relative North American Industry Class System (NAICS) codes are 541330 & 541360. All interested sources are requested to provide answers to the following: I. General Information (1) Name and address to include point of contact (phone number & email address). (2) Business size - Large or Small (identify status if small) (3) Commercial and Entity Code (CAGE) (4) Dun and Bradstreet Number (DUNS) (5) Tax Identification Number (TIN) II. Specific Information A. Traffic Engineering (1) Describe experience (past/present) with transportation engineering, planning and safety studies to include those efforts that addressed access control points, antiterrorism and force protection measures specific to military installations. (2) Does the company have the capacity to conduct simultaneous studies at multiple (CONUS/OCONUS) locations? (3) Does company have ability to conduct training and/or workshops specific to traffic management and/or safety principles? (4) Describe ability to manage or produce traffic engineering/safety bulletins, pamphlets or newsletters. (5) Identify those military installations that require the company to remain in contact with for work or consultation purposes. B. Ports for National Defense (1) Please describe your experience in performing seaport access/infrastructure assessments to include: port access via highway, rail and water; ability of port facilities (gates, roads, rail, staging, berthing, material handling equipment, etc) to support a deployment of DOD forces and/or equipment. (2) Please describe your experience in conducting seaport throughput capability analysis using simulation tools such as Port Simulation Model (PORTSIM), Seaport Simulation Tool (SST), Port Operational Performance Simulation (POPS) and Seaport Throughput Tool (STT). (3) Please describe your experience in using GIS software such as ArcGIS to modify/update database and shapefile data related to seaport infrastructure (staging, berths, roads, rail, etc). C. GIS (1) Identify your experience with Government agencies or commercial sources that allowed access to their repositories to gather (unclassified/public domain type) electronic data relative to port infrastructures. (2) Describe experience and capabilities on interpreting aerial and satellite imagery of port infrastructure features and ability to digitize this data into an ArcGIS workspace. (3) Please confirm current license and maintenance agreement, covering upgrades, necessary to operate ESRIs GIS products. FORMAT: The format for submittal of your RFI is as follows: (1) Pages shall be numbered and have the following characteristics: 8-1/2 x 11 format, single sided,single-spaced, one inch margins, font size 12. (2) Title page (limited to one page only) shall be clearly labeled RESPONSE TO REQUEST FOR INFORMATION. It shall include the date of submission, RFI response title, and respondents administrative and technical points of contact along with telephone and facsimile numbers, electronic mail address, and shall be signed by an authorized officer. (3) Excluding title page and table of contents (optional), the RFI response is limited to fifteen (15) pages maximum. Pages included over the allowable maximum may not be reviewed. RESPONSE REVIEW: Information submitted in response to this RFI will be used for Government planning purposes only. Any information deemed proprietary must be clearly marked. Response to this RFI or lack thereof does not constitute any obligation on the Government to pursue a follow-on effort, in part or whole, with specific vendors or otherwise. RFI preparation costs will not be paid by the Government. SUBMISSION OF INFORMATION: Responses to this RFI may be submitted by hard copy or emailed to dominic.curcuru@us.army.mil not later than 12:00 pm (CDT) on 24 June 2010. Please do not cut and paste your responses into this RFI. Remit any and all responses as a separate document. Any questions regarding this RFI may be directed to the email address above. Please note that the Government reserves the right to only answer questions on a direct basis with the inquiring source.
