- Description
- Recovery This notice is provided for information purposes only. NASA LaRCintends to issue a fixed-price contract to Georgia Tech Research Corp. entitledInvestigating, Modeling, and Analysis of Integrated Metroplex Arrival and DepartureCoordination Concept. This competitive action will be funded by the AmericanReinvestment and Recovery Act (ARRA). This award results from a competitive selectionunder the National Aeronautics and Space Administration (NASA) Headquarters released NASAResearch Announcement (NRA) for foundational research in support of the AeronauticsResearch Mission Directorate (ARMD), entitled 'Research Opportunities in Aeronautics(ROA) 2009 under NNH09ZEA001N, Amendment 1, NextGen Airportal Project. TheNextGen-Airportal Project works in close collaboration with the NextGen-Airspace Projectto conduct airspace and Airportal foundational research and discipline-based technology. The NextGen-Airportal project focuses on NASAs technical expertise and world-classfacilities to enable the highest possible efficiency in the use of gates, taxiways, runways, metroplex (a group of two or more adjacent airports whose arrival and departureoperations are highly interdependent) airspace and other Airportal resources. TheNextGen-Airportal project is researching, developing, demonstrating, and validatingoperational concepts, proof-of-concept systems, algorithms, technologies, tools, andoperational procedures designed to maximize capacity and throughput in the Airportalenvironment while enabling associated elements of the Next Generation Air TransportationSystem (NextGen) as defined by the Joint Planning and Development Office. NextGen-Airportal Project research focus areas are the following: Safe and EfficientSurface Operations (SESO), Coordinated Arrival and Departure Operations Management(CADOM), and Airportal and Metroplex Integration (AMI). SESO conducts research to managetraffic on the airport surface (gates, taxiways, and runways) safely and efficiently toenable maximum throughput and capacity in the airport environment. CADOM focuses onconcepts and technologies needed to mitigate operational constraints to maximizing singleand multiple airport capacity.AMI focuses on management of metroplex operations, integration of work across the Projects technical areas, and crosscutting research(e.g., human/system integration and concept analyses for portfolio management). Underthis contract, the Contractor will develop a concept that enhances integrated metroplexarrival and departure coordination to determine the temporal (the use of time foraircraft separation) and spatial (the physical separation of aircraft) impact ofmetroplex traffic coordination within the National Airspace System (NAS) and to quantifythe benefits of the most desirable metroplex traffic coordination concept. The referenced solicitation is a broad agency announcement as specified in FAR 35.016 andNFS 1835.016. Additional information regarding the 2009 ROA solicitation can be found athttp://nspires.nasaprs.com/external/solicitations/summary.do?method=init&solId={8AA62753-0F6B-3791-4A43-3DEF562FA257}&path=open (ROA-2009 CompleteSolicitation as of November 24, 2009). This announcement will not result in a Request forProposal; this announcement is for informational purposes only.
