Description
This is a Notice of Contract Action (NOCA). The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Indefinite Quantity (IDIQ) contract to L-3 Communications Cincinnati Electronics. This acquisition is unrestricted. The AFFTC Enhanced Flight Termination System (EFTS) program plans to modernize range Flight Termination Systems (FTSs) by integrating the EFTS Capability. This approach will replace the current analog FTS with an enhanced digital FTS. The EFTS allows configurable mission support while providing a secure and reliable communications link. The EFTS uses a digital frequency modulated (FM) based technique known as continuous phase frequency shift keying (CPFSK) along with signal encryption and authentication to provide a secure and reliable pathway for the purpose of vehicle control (e.g. flight termination) in order to protect the public from malfunctioning vehicles. The EFTS components will be integrated into the command transmitter system. The TDU will provide all encryption capability, the encoder unit will be used in Range Safety systems to receive, format and process externally generated command messages and the monitor will be used to provide Range Safety with an analysis tool. The program seeks to provide the existing EFTS products to the Test and Evaluation (T&E) community at the Air Force Flight Test Center (AFFTC) Edwards AFB, CA. Requirement: The maximum value of this ID/IQ contract is $5M. The period of performance is expected to be five years after contract award. The following is a description of each item/service. These Flight Termination System components are currently used by U.S. Test Ranges, including, but not limited to White Sands Missile Range, Naval Air Warfare Center, Pt. Mugu, Naval Air Warfare Center, China Lake, Edwards Air Force Base, and NASA Dryden. This contract will ensure maintainability of equipment for all U.S. armed services and other government agencies. Supplies included under this contract are: A.) EFTS 600 - The encoder unit is a rack mounted device that will be integrated with the ground-to-air data link transmitting stations and operate in conjunction with the EFTS flight termination receiver. The unit will receive and format externally generated command messages from Command Controllers (devices that generate the 64-bit EFTS message). The encoder will integrate and interface with the EFTS-602 to encrypt command messages. The unit must meet RCC 208-06 requirements. The following interfaces shall be provided using RS-232 and separate connectors for each: EFTS Command Controller, Central Encoder Interface, Remote Encoder Interfaces 1-4 and a control and status interface. The system shall have discrete external monitoring. The design of the unit has already been evaluated by NSA for use with the EFTS for SECURE applications. B.) EFTS-601 - The EFTS monitor will be used to provide Range Safety with an analysis tool. The monitor provides an independent verification of the transmitted CPFSK EFTS signal. This unit will have the ability to function as a stand-alone, independent system, capable of performing open loop, end-to-end verification of the CTS. The monitor will be a passive radio frequency (RF) device and will integrate and interface with the EFTS-602 to decrypt and output command messages and other data. The following interfaces shall be provided using RS-232 and RS-422 and separate connectors for each. Post Detection output, Post Correction Output, Post Decryption output. The design of the unit has already been evaluated by NSA for use with the EFTS for SECURE applications. C.) EFTS-602 - The Triple Data Encryption Standard Unit (TDU) is an encryption/decryption component that is used in the Enhanced Flight Termination System (EFTS) transmitter ground equipment. The unit is a NSA approved for use Type 2 product that will integrate with the EFTS-600 and EFTS-601 components. The unit is a standalone encryption/decryption module that was designed for use in future ground equipment without necessitating further NSA review. The TDU must be characterized for TEMPEST requirements. It must accept Crypto Key Fill from COMSEC fill devices such as the DTD, DTD 2000, or the SKL and provide the ability to store 50 keys. D.) Diagnosis and Repair - The repairable item will be sent to the contractor for diagnostics and teardown. Contractor shall provide a diagnostics report to the Government including labor, materials, and parts if the component is repairable. Contractor shall track TDU, encoder, and monitor failures and make the data available to the Government for the life of the contract. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Anticipated Award date is end of July 2010. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
