- Recovery This notice is provided for information purposes only. NASA LaRCintends to issue a fixed-price contract to Mosaic ATM Inc entitled Systems Analysis ofDynamic Big Airspace Design Concept for Metroplex Operations. This competitive actionwill be funded by the American Reinvestment and Recovery Act (ARRA). The award resultsfrom a competitive selection under the National Aeronautics and Space Administration(NASA) Headquarters released NASA Research Announcement (NRA) for foundational researchin support of the Aeronautics Research Mission Directorate (ARMD), entitled 'ResearchOpportunities in Aeronautics (ROA) 2009 under NNH09ZEA001N, Amendment 1, NextGen Airportal Project. The NextGen-Airportal Project works in close collaboration with theNextGen-Airspace Project to conduct airspace and Airportal foundational research anddiscipline-based technology. The project focuses on NASAs technical expertise andworld-class facilities to enable the highest possible efficiency in the use of gates,taxiways, runways, metroplex (a group of two or more adjacent airports whose arrival anddeparture operations are highly interdependent) airspace and other Airportal resources. The project is researching, developing, demonstrating, and validating operationalconcepts, proof-of-concept systems, algorithms, technologies, tools, and operationalprocedures designed to maximize capacity and throughput in the Airportal environmentwhile enabling associated elements of the Next Generation Air Transportation System(NextGen) as defined by the Joint Planning and Development Office. NextGen-AirportalProject research focus areas are the following: Safe and Efficient Surface Operations(SESO), Coordinated Arrival and Departure Operations Management (CADOM), and Airportaland Metroplex Integration (AMI). SESO conducts research to manage traffic on the airportsurface (gates, taxiways, and runways) safely and efficiently to enable maximumthroughput and capacity in the airport environment. CADOM focuses on concepts andtechnologies needed to mitigate operational constraints to maximizing single and multipleairport capacity. AMI focuses on management of metroplex operations, integration of workacross the Projects technical areas, and crosscutting research (e.g., human/systemintegration and concept analyses for portfolio management). The objective is to developDynamic Big Airspace Design (DBAD) methodologies for dynamically generating efficientmetroplex airspace configurations. (Big Airspace is an FAA concept that includesexpanding the size of the terminal area around busy airports and metroplexes to increasecapacity and efficiency.) The concept combines DBAD with optimal planning of aircraftassignments to routes through the metroplex and scheduling along those routes.
