SOW 03 June 2010 Amendment 0001 This post is twofold: 1. Updating the SOW 2. Post Questions and Answers 1 of 2. The following are the Questions and Answers 1 of 2. There is one additional question that will be answered and posted to FBO.gov prior to the submission date of 10 June 2010 at 11:00 AM ET. 1. Is this project considered a new requirement? The Basic HUMINT Targeting Course has been performed under contract for the last 5 years. However, due to the large increase in scope, this is viewed as a new requirement. 2. If this project is not considered a new requirement; a. Who is the incumbent? Harding Security is the incumbent for the FHTC. b. What is the contract number? HHM402-05-M-0271 3. Can I get clarification on the level of facility clearance required for solicitation HHM402-10-R-0132? The SOW states in section 4.1 that facilities must have SECRET and the solicitation DD254 states in section 1(a) that TS is required. Facility Clearance required for this contract is TOP SECRET. SOW dated 03 June 2010 correctly states section 4.1 4. Is it possible to substitute work experience for the level of education needed for the key personnel in section 5.0 of the SOW? No. Key Personnel require both education and experience as specified in section 5.0. 5. Reference: SF 1449, Block 8 lists offer due date as JUN 10, 2010 11:00 AM ET and page 3 of the Schedule lists: Proposals shall be submitted via email to emily.weir@dia.mil NLT 10:00AM ET on June 10, 2010. Question: Request the Government clarify the time that proposals shall be submitted. Proposal submission date is 10 JUN 2010 at 11:00AM ET. 6. Reference: DD 254, Block 1a states a "Top Secret" facility clearance is required. The SOW, paragraph 4.1 states all contractor facilities must have a facility clearance of "Secret". Question: Request the Government clarify the type of facility clearance required. Facility Clearance required is TOP SECRET. 7. Reference: SOW, paragraph 3. Scope of Work, states that FHTC and AHTC courses will be delivered when requested. Question: Request the Government provide an estimate of the number of training evolutions for each course during a 12 month period. FHTC and AHTC courses will be delivered according to the current Agency and mission needs. 8. Reference: SOW, paragraph 4.10 states "The contractor will ensure the courses are designed and developed consistent with IC HUMINT mission objectives." Question: Request the Government identify the mission objectives or provide a reference where they are itemized. Specific Mission objectives are classified. 9. Reference: SOW, paragraph 4.12 states "The contractor will update the FHTC and AHTC curriculum, as necessary, in order to train in current targeting tactics, methods, and practices. " SOW paragraph 5.6 states "Upon the finalized and approved curriculum, these FTE will no longer be required. These FTE will not be required for any following option years awarded to the contractor." Question: Without additional curriculum developer level of effort no additional updates can be provided after pilot course development. Is it the Government's intention that no curriculum updates will be needed after curriculum is finalized and approved at the end of the pilot courses? The additional course developers will be used only to initially build the two courses. Any additional course updates to both FHTC and/or AHTC will be the responsibility of the remaining course instructors. 10. Reference: SOW, Paragraph 7.1 states that "The contractor will submit resumes and other qualifications of key personnel for review and approval by the COR and Government Technical Representative no later than ten days after award of the contract." Additional Instructions, paragraph 1.3.3 states "The resumes for key personnel shall be included in this section (Technical Volume) Question: Request the Government clarify if resumes for key personnel are required in the proposal or after award. Please provide up to five (5) resumes of key personnel with the proposal. Resumes can consist of any combination of instructors or curriculum developers. The contractor will need to submit the remaining resumes and other qualifications of key personnel for review and approval by the COR and Government Technical Representative no later than ten days after award of the contract. 11. Reference: SOW, paragraph 7.6 states "The contractor will provide the COR critique feedback after each class..." Question: What, specifically, is the feedback expected by and acceptable to the COR? Student feedback will consist of comments/ratings on material relevancy, instructor performance, and other such factors. The contractor will then provide the feedback to the Government COR. See revised section 7.7 in SOW. 12. Reference: SOW, paragraph 8.3 states "DIA/DH will provide work stations to include client work stations, work space and phone access for the contractor(s) to conduct their work in preparation for instruction, curriculum development, curriculum enhancement and all work conducted outside the classroom." Question: Will curriculum development be done entirely on client site and in classified workspaces or is there flexibility on venue recognizing that some curriculum development work may be unclassified? All curriculum developers will work on the Government site. 13. Reference: SOW, paragraph 11.0 states "Contractor performance will take place on site at a Government facility in the Washington DC area." Question: What is the location of the primary place of performance for this project? DIA Hqs, Bolling Air Force Base 14. Would the government consider extending the due date to June 18, 2010? No. 15. What is the clearance level requirement for the curriculum developers? TS/SCI 16. The government has indicated that this is a firm fixed price effort. Are contractors required to provide GSA, or other government approved, labor categories? No. Labor categories are specified in section 5.0 of the SOW and in the Schedule of the SF1449. A breakdown of hourly rates is required as part of price proposal. 17. What specific certifications are required for the Palantir instructor position? The Palantir instructor is expected to have a Palantir instructor certification certificate issued by Palantir. 18. Are there specific mobile training team requirements? No. 19. Does the government place more value on the contractors experience providing classroom instruction or intelligence support experience? The USG places more value on contractors with intelligence support experience relevant to the contract rather than contractors with classroom instruction experience. It is expected that contractors with the right intel support experience will have the professional ability to perform satisfactory classroom instruction. 20. Are any specific outreach activities required by the government? No. 21. Is travel funding included under the ODCs? If so, is the travel intended for only instructors, or guest speakers, or any other specific activity such as MTTs? No travel funds under the ODCs. No MTTs. 22. What specific costs does the government anticipate to be paid under ODCs? ODCs shall include, but are not limited to Palantir licenses, ARGIS software licenses, course material, handouts, and instructional aides. 23. Paragraph 6.3 states that the contractor should be prepared to provide resumes of the proposed primary instructors and curriculum developers. Are resumes for the 4 curriculum developers expected to be included in the technical volume along with the 5 key instructor resumes? See answer to question 10. 24. Is there a page limit for each resume? No. 25. Reference: SOW, paragraph 3.2 states "The contractor will develop AHTC curriculum based on AHTC POI and Government guidance and deliver, when requested, a four week AHTC course". SOW, paragraph 7.0 does not list a deliverable for AHTC curriculum. Question: If AHTC curriculum is a deliverable request the Government identify it as a deliverable and the timeframe when it is to be completed. The AHTC curriculum shall be delivered no later than 90 days after award of the contract.
