Description
NASA/GRC has a requirement for Qty 1, Traveling Wave Tube Amplifier (TWTA) in asplit mount configuration. NASA/GRC intends to purchase the items from Communications and Power Industries (CPI). CPI is the only company that produces a Complete Commercial Off the Shelf Unit (CPiiVZK6901J1) Traveling Wave Tube Amplifier in a split mount configuration (Separate Tubeand 19 Rack Mount Power Supply connected by interconnecting umbilical cords) which hasand meets the following required specifications:1. An operating frequency compatible with NASA TDRSS Ka-Band services at a centerfrequency of 25.650 GHz, a minimum frequency of at least 24.8 GHz and a maximum frequencyof 26.5 GHz. 2. An output power of 39W at the output wave guide flange.3. Minimum Gain of 46dB.4. Typical Gain Variation at 6 dB back off of 5dB.5. Gain Stability of 0.25dB/24 hour maximum at constant drive and temperature (after 1hour warm up period).6. Phase Noise: From 1.0 to 350 MHz: -120dBc/Hz maximumBelow 1 MHz: -6dB below IESS 308 (-21dB typical)7. Minimum Gain Control Range of 20dB.8. Input VSWR1.7:1 typical,2.4:1 maximum9. Output VSWR2.0:1 typical,2.7:1 maximum10. Load VSWR, 2.0:1 maximum; no degradation, infinite VSWR without damage11. Maximum Total Noise Power Out of +23dBm.12. Primary Power Source: 120VAC, 60Hz, single phase13. Power Consumption: 700VA typical with 1200VA maximum 14. Power Factor: 0.95 minimum15. Tube Ambient Temperature Range of -10 to +50degreesC (+65degreesC with solar heating)and a Relative Humidity of 100% condensing.16. Power Supply Ambient Temperature Range of -10 to +50degreesC and a Relative Humidityof 95% non-condensing.17. Maximum Physical Dimensions: Tube: 8.5W x 12.83H x 20DPower Supply: 19W X 5.25H x 24D18.Maximum Weight: Tube: 40 pounds, Power Supply: 50 pounds19. The Acoustic Noise shall meet EN61010 requirements.20. Supplier shall provide a separate output isolator.CPI is the only company that can meet all the required specifications along with theunique frequency range with a Commercial Off the Shelf Unit. The frequency range is thatused only by NASA TDRSS Satellites.The sole source is under the authority of FAR reference 13.106-1(b)(1), only oneresponsible source and no other supplies or services will satisfy agency requirements. The procurement is being conducted under the Simplified Acquisition Procedures in FARPart 13.The Government intends to acquire a commercial item using FAR Part 12.Organizations that believe they are capable of performing the described work may submittheir capabilities to perform the effort in writing to the identified point of contactnot later than 4:30pm EST on 6/11/2010.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
