- NASA/GRC has a requirement for High Voltage Hall Accelerator Engineering ModelThruster Design Changes. NASA/GRC intends to purchase the items from Aerojet GeneralCorporation of Redmond WA.The statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfyagency requirements. This procurement is for implementation of NASA/GRC sponsored and directed redesign ofNASA'sa high voltage Hall accelerator (HiVHAc) engineering model (EM) thruster. The areasrequiring design changes include high voltage isolation schemes, discharge channelreplacement mechanism, magnetic circuit, and thruster's thermal design. The NASA HiVHACEM thruster was developed and manufactured under a previous contract with Aerojet. Thedesign utilized a number of validated proprietary modeling tools that are exclusive toAerojet and that need to be used in this redesign cycle. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 22, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
