Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Trawl Vessel Charter Support for research projects relative to the Northeast fisheries. The NEFSC Cooperative Research Program, along with other research branches within the NEFSC, requires Contractor support in one or more areas of scientific investigation. The Cooperative Research Program complements other NMFS programs and contributes to improved fishery stock assessments and the evaluation of management options. Supported Research Projects for this contract will require participation by trawl vessels operating in the Gulf of Maine, Southern New England and Georges Bank. The contractors shall be involved in conducting trawl work to provide fish tagging and biological sampling opportunities in the Gulf of Maine, Southern New England, and Georges Bank waters. The project will involve towing for selected species, primarily dogfish and /or other data poor species, tagging a subsample of the species, and collecting biological information. This solicitation seeks quotes from trawl vessel contractors from Rhode Island to Portland, Maine. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. NOAA anticipates making multiple contract awards as a result of this solicitation. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 3, listed in descending order of importance, when combined, are significantly more important than price: (1) Vessel characteristics and configuration, particulars and general arrangement, including a list of vessel electronics; (2) Description of each vessel and crew's commercial fishing experience, particularly experience fishing for spiny dogfish in designated sampling areas, research experience, and any other information important in evaluating the vessel's fishing capability; (3) Description of the Master's and crew's qualifications including copies of licenses held and emergency medical training. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. The solicitation will be available electronically on or about June 11, 2010 via FedBizOpps at www.fedbizopps.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. Telephone requests for hard copies will not be honored. Hard copies of the solicitation may also be provided in response to a written or faxed request received directly from the contractor.
