Description
This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Mobile District, is conducting a market survey to identify sources for fire notification systems at Patrick Air Force Base (AFB), FL which must be compatible with the existing Monaco wireless radio frequency (RF) system. The Mobile District Corps of Engineers is currently designing projects which contain new buildings at Patrick AFB, FL for which in the plans and specs there is a requirement that the contractor will have to provide a Monaco brand fire alarm notification transmitter. Patrick AFB base standards require that, for facilities that require new fire detection systems, and all projects, regardless of size, that require new notification systems, the systems will be provided from one of two manufacturers (Siemens or Monaco). The existing Monaco wireless radio frequency (RF) system will be utilized for the fire alarm network backbone communication between building alarm panels and the Central and Subsidiary Stations. All new panel installations shall be capable of communication with the Monaco central station front end via RF signal. Fire protection systems must meet requirements specified by UFC 3-600-01, NFPA Codes, Air Force ETL's, AFMAN's and other DOD codes and standards. Where required by the UFC, sprinkler systems will be provided in new and renovation/repair fire protection projects. This generally includes all combustible construction larger than 5000 SF or noncombustible construction larger than 15,000 SF. For new construction the fire notification systems may be Siemens or Monaco. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for brines endorsed by each manufacturer. If no sources exist that can fully meet the engine manufacturers certification and endorsement (100%), then it is the Governments intent to specify this Brand Name for use in projects at Patrick AFB. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include engine manufacturer backup information and support documentation. The Government will not pay for any material provided in response to this synopsis nor return the data provided. Costs to test and evaluate acceptable brines shall not be the responsibility of the Government. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice.
