- Request for Proposal N00104-10-Q-Q623 This Request for Quote (RFQ), N00104-10-Q-Q623, is for commercial services prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This acquisition is set-aside for small business. The NAICS associated with this purchase is 611420, Computer Training. The size standard is $7M. NAVICP intends to procure IBM Tivoli Storage Manager training, as detailed in this RFQ. This Request for Quote is for training to be done ONSITE at Fleet Numerical Meteorology and Oceanography Center (Fleet Numerical), Monterey, CA. Anticipated award will be Firm-Fixed Price (FFP) for the services detailed in the below training requirements. Quoted price should be inclusive of travel and class materials not provided by Fleet Numerical. Travel and class materials will NOT be paid separately. Period of performance is to be mutually agreed upon between the customer and the vendor and completed within one year from date of award. Current anticipated schedule is mid-July to mid-August timeframe. Once a training date is agreed upon between the customer and the contractor, the customer shall have the option of rescheduling one time; rescheduling will be at no cost to the Government. To be considered for award, vendors must be AUTHORIZED IBM Training Partner. QUOTES MUST BE VALID FOR 30 DAYS. A firm fixed price purchase order(s) will be issued based on the lowest priced technically acceptable quote (inclusive of options). Offerors should provide "Remit To" address, if applicable. All responsible sources may submit a quotation for consideration. Quotes must be emailed to NAVICP Code 0271.AG at amanda.goddard@navy.mil. All quotes are due by 9:00 AM Eastern, 15 June 2010. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors should provide "Remit To" address, if applicable; they are also reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items (Jun 08) and 252.212-7000, Offeror Representations and Certifications Commercial Items (Jun 05) with its offer. FAR 52.204-7, Required Central Contractor Registration (Apr 08) is incorporated, Clause 52.212-4, Contract Terms and Conditions- Commercial Items (Oct 08), is hereby incorporated by reference. Clause 52.212-5 (Jan 09), Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, and DFARs clause 252.232-7003 - Electronic Submission of Payment Requests is hereby incorporated by reference. TRAINING REQUIREMENTS:Fleet Numerical is transition from a StorageTek Silo to IBM Tivoli Storage Manager. Training is required for On-Site IBM Certified Training for IBM Tivoli Storage Manager 6.1 Advanced Administration, Tuning, and Troubleshooting (IBM course TS620). The training requested must be from a certified IBM training partner to ensure all aspects of the new 6.1 application features are covered. Training is for 5 days up to 12 students, includes all training materials and instructor travel/expenses. Fleet Numerical will provide the classroom facility, computers and necessary audio/visual aids such as overhead device, white board / flip charts, etc. Training shall cover the standard IBM course topics as well as transitioning from the current product to the new product, including:1. Discuss and train students to setup the archive pools for normal operations of live systems prior to cutover.2. Provide best practices training for the management of tape archives and restorations at three network classification levels.3. Develop and train students for data migration from StorageTek Silo to new systems using complex Tivoli Policy control and management.4. Discuss policies for expiring old data not to be moved to new systems under Tivoli.
