- The U. S. Department of Housing and Urban Development (HUD) intends to solicit and negotiate a sole source fixed-priced purchase order to EBSCO Publishing, Inc., located at 10 Estes St., Ipswich, MA 01938-2106, to provide online access across journals of importance to HUD and to provide the ability to download individual articles. EBSCO is able to provide full text access for over 8000 serials, including hundred of economic, finance and housing-related academic journals available only from this firm. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this notice is for information purposes only. Under the authority of FAR 6.302-1 (Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements), HUD intends to solicit and negotiate with only one source, however, the Government will consider all proposals received within 15 days after date of publication of this synopsis. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
