Description
The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) anticipates awarding a single fixed-rate, Indefinite-Delivery/Indefinite-Quantity, Time-and Materials contract with a one-year base and four one-year option periods for Marketing, Media and Education Support for EPA's ENERGY STAR? and Other Voluntary Programs. This procurement will be conducted as a full-and-open competition under the Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. The formal solicitation and other related information and items will be posted on FedBizOpps and the EPA website on or about July 9, 2010. The total labor hours estimated for this effort is approximately 500,000 hours for the base and all options. All responsible offerors may submit a proposal. Paper copies of the solicitation will not be provided. A Sources Sought Notice was previously posted on EPA's website, which included a draft Statement of Work (SOW) and a listing of Interested Parties. EPA's CPPD is responsible for an array of innovative, voluntary pollution prevention programs that reduce pollution by creating and expanding markets for clean energy, energy efficiency, energy efficient products, homes, and buildings. The primary goal of these programs is to reduce emissions of greenhouse gases and other pollutants through reduced energy consumption, and to focus on opportunities to increase energy efficiency and profitability. This SOW covers marketing, public/media relations, new media, advertising, educational outreach, strategic planning and evaluation, market research, creative material development, and technical support services for the Division's ENERGY STAR Program. This program is critical to EPA's role in accomplishing national greenhouse gas goals. The formal solicitation, amendments, procurement updates and other related information will be posted on this website as they become available. It is the responsibility of interested parties to regularly monitor FedBizOpps and EPA's website for updates to this procurement.
